Response by the Cabinet Member: Dear Councillor Gareth Ratcliffe, Thank you for your kind comments regarding the work of the officers involved in delivering the Women’s Tour of Britain 2026. It was great for Powys to have hosted such a prestigious event. We are pleased that, overall, you consider the event to have been a success for Hay and Powys. We recognise the points you have raised regarding communication and community engagement. We agree that this event was a fantastic learning opportunity for future events in Powys, such as Tour de France 2027. By way of initial response to some of the points raised: • No payment was made to Powys County Council for the use of the Hay car park. Provision of suitable space to support the operation of the event formed part of the agreement to bring the event to Powys, and the loss of parking income was therefore not reimbursed. • Local representatives and town councils along the route were consulted throughout the planning process, with several elected officials contacted, including reaching out for input into local businesses and communities who could be involved with event day activities and fan zone opportunities. However, we welcome further discussion on how local elected members can be further involved in future events. • Additional parking provision was funded through the event budget. The small funding we provided for the event was from a grant. We worked closely with local representatives at Hay regarding parking arrangements, including seeking local suggestions. Unfortunately, proposed parking solutions in Hay were not accessible across the entire duration of the event and were unable to accommodate the maximum projected spectator numbers, and so additional parking solutions were needed. Given the range of issues raised, we believe it would be beneficial to discuss these matters in more detail in person. Myself and the Head of Service, Daniel Burgess, would welcome the opportunity to meet with you to review the event. Could you please advise your earliest availability, and we will arrange a meeting at the earliest opportunity?
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
