Cabinet considered the revenue budget outturn for the 2025-26 financial year. There was a net underspend, of £1.2 million against the £367.1 million budget, a 0.3% variance, which included a £0.4 million underspend on the HRA and a £0.3 million underspend on Schools delegated budgets. Cabinet received an update on the financial position of the Council’s capital programme for 2025/26 as at 31st March 2026. The report showed that Powys had delivered a substantial £63.2 million capital investment programme representing 76% of the total budget, making significant progress in housing, schools, highways, regeneration and digital transformation. Most underspends related to planned reprofiling of projects into 2026/27 rather than delivery issues, and the overall programme remained on track.
