Response by the Cabinet Member: Dear Councillor Lewington, Thank you for raising this matter with me. I am aware that officers within the Highways, Transport and Recycling (HTR) service are currently working to address this issue. A number of factors are contributing to the delay have been shared with me for consideration in responding to your concerns. Firstly, I have been advised that administrative errors occurred during the ordering of the signs. Unfortunately, the engineer responsible was unaware of these errors, which only came to light towards the end of the last financial year. Once identified, the issue was addressed immediately; however, this inevitably resulted in delays. I fully recognise that this situation required rectifying, and the necessary steps have since been taken. Following the delivery of the signs, our highways works teams were required to prioritise other essential activities, specifically the delivery of planned cyclic maintenance on the trunk road network. This work must be completed within strict timescales to meet Welsh Government requirements and is particularly labour-intensive. As a result, other programmed works, including the installation of these signs, had to be postponed. I have now been assured that fully trained staff are in place across each of the highway areas and are authorised to undertake sign installations on the highway. These teams are working closely with the Traffic Team to progress the outstanding installations over the summer period. I hope this explanation provides the reassurance you were seeking. Yours sincerely,
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
