The CJC received a report on the progress of the Local Growth Fund and the proposed development approach of the Regional Growth Plan. The Local Growth Fund provided an opportunity to align local and regional priorities with a more strategic, longer-term approach to investment. Welsh Government had confirmed a Year 1 allocation for Mid Wales and regional officers were working through the detailed requirements associated with programme mobilisation, governance, delivery arrangements and reporting. Work was progressing to ensure that regional governance arrangements align with Welsh Government expectations, and that proposed activity is capable of being delivered through 2026-2027. Year 1 would focus on establishing the foundations for the programme whilst enabling delivery activity to commence. Existing delivery mechanisms in Powys and Ceredigion would remain in place. The CJC would assume responsibility for programme-level and strategic decision making in Years 2 and 3 of the Fund, while Ceredigion County Council would continue to act as Lead Authority and Accountable Body on behalf of the region. The transition year would be used to develop the key strategic and operational frameworks required for Years 2 and 3, including the Regional Growth Plan, regional governance arrangements, reporting frameworks, pipeline development and future delivery plans. Welsh Government has provided Mid Wales CJC with a £200,000 revenue allocation to support programme mobilisation, strategic planning and the development of regional delivery arrangements during the transition year. The Regional Growth Plan would provide the overarching long-term economic strategy for Mid Wales. Covering the period 2026–2036, it would establish a shared vision for economic growth, identify regional opportunities and challenges, set strategic priorities and provide the framework through which Local Growth Fund investment would be prioritised and delivered. The approach proposed would focus on refreshing and updating evidence via the Vision for Growing Mid Wales rather than recreating it, ensuring resources are targeted efficiently while retaining strong stakeholder ownership. The aim was to bring the final Growth Plan to the 1 October 2026 CJC meeting for adoption. RESOLVED 1. To note the contents of the report. 2. To support the direction of travel outlined, including the utilisation of the £200k awarded to the CJC.
