Response by Head of Service: 1. Car Park 2024/25 2025/26 2026/27 (to 13/05/26) Oxford Road, Hay-On-Wye £342,772.46 £346,128.11 £43,527.34 Market Street Car Park, Hay On Wye £21,691.79 £22,617.87 £2,615.31 Motte And Bailey Car Park Hay On Wye £0.00 £39,031.84 £3,805.08 2. Resurfacing of this car park is not currently programmed. The annual resurfacing programme is developed each financial year based on condition surveys undertaken by Highways Inspectors. Prioritisation is informed by the relative condition of assets across the network, and at present a number of other car parks are assessed as being in poorer condition and therefore have a higher priority for resurfacing. A maintenance ticket was raised following the last inspection to fill some potholes and these will be done prior to the festival. 3. Any space within the 2 long stay car parks can be used by permit holders. Permits are not available for Market Square. 4. 92 valid permits are in use in Hay residents parking scheme Individual parking spaces are not marked on the ground so capacity will depend on a few factors, namely the length of the vehicles and how efficiently those vehicles have parked. Note we do caveat – ‘The permits do not guarantee a space within the zone or near /outside the resident’s address’ and ‘The issue of a Permit does not infer availability of a parking place. If no parking spaces are available, this does not justify a parking contravention elsewhere’ on our website.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
