Cabinet considered a report by the Director of Resources and Head of ICT outlining the recommendation of the Corporate Overview and Scrutiny Committee following the call-in of the Cabinet decision made on 6 July 2026 in relation to the Procurement of Artificial Intelligence. Councillor Jon Harvey, Cabinet Member for Corporate Finance and Efficiencies, introduced the report and outlined the original Cabinet decision. He advised that the decision had been called-in due to concerns regarding the delegation of authority to the Director of Resources, the procurement process and the publication of the required notice. Councillor Harvey reported that the Corporate Overview and Scrutiny Committee had accepted the rationale for the contract award and procurement process but had recommended that the wording of the delegated authority be amended to explicitly reference the relevant financial and contract procedure rule thresholds applicable to the Director of Resources. Councillor Harvey explained that the delegated authority was intended to enable the Council to participate in future collaborative opportunities led by the Welsh Local Government Association, Welsh Government and other local authorities. He advised that any future contracts or funding applications would remain subject to the Council’s Constitution, Financial Procedure Rules and Contract Procedure Rules. Councillor Jon Harvey Moved the Recommendation; Seconded by Councillor Alistair Cameron. The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows: For the Motion: Councillors Tessa Hodgson, Michelle Bateman, Alistair Cameron, Aaron Carey, Jon Harvey, Paul Miller, Marc Tierney, Jacob Williams [8] There were no votes against or abstentions. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
