The Committee considered a report by the Head of Planning on the Planning Application 25/0242/PA, which proposed a change of use of land to a tourism site and associated works. The application had been referred back to the Committee following a site visit undertaken on 29 September 2026. The Chair welcomed the Principal Planning Officer to introduce the report and she outlined that the development would provide six holiday accommodation units, together with a toilet and shower block, parking area and landscaping. Members were advised that the main considerations were the principle of the development, impacts on visual and residential amenity, highway safety, biodiversity, and the historic environment. Officers considered the proposal to comply with relevant Local Development Plan policies and recommended approval subject to conditions. The Committee then debated the contents of the report and the key points were noted as follows: • Councillor John Davies raised concerns regarding the reliability of Welsh Water's proposed timetable for upgrading the local wastewater treatment works and whether the highway network was capable of accommodating the development. In response, the Head of Planning advised that officers had reconsidered the wording of the proposed Grampian condition and recommended that occupation of the holiday units be prohibited until the required wastewater infrastructure improvements had been completed, rather than linking the condition to a specific date. She explained that this would provide greater certainty and would be enforceable by the Authority if breached. • Councillor Iwan Ward sought clarification regarding the implications of the revised condition and expressed concerns regarding the suitability of the access road and the timescales for wastewater improvements, indicating that he would not support the application. Councillor John Davies also sought clarification on the interaction between the Grampian condition, the five-year implementation period and potential enforcement action. The Head of Planning explained that implementation of the permission within five years would keep the consent alive, but occupation could not take place until the wastewater improvements had been completed. She further advised that enforcement powers would be available should the condition be breached. • Councillor Tim Evans questioned who would be responsible if the wastewater upgrades were not completed. The Head of Planning advised that while Welsh Water's information had to be taken into account as a statutory consultee, the Authority's role would be limited to enforcing planning conditions where necessary. Councillor Tim Evans also commented that, having attended the site visit, he had no concerns regarding the level of traffic likely to be generated by the proposal. • Councillor John Cole indicated his support for the application, noting that the risks associated with the development would rest with the applicant. • Councillor Anji Tinley highlighted that the report referred to an archaeological condition which had been omitted from the recommended conditions. The Head of Planning confirmed that the condition should be included and recommended that it be added to any approval. • Councillor Tony Wilcox queried the necessity of the Welsh Water condition. The Head of Planning explained that the condition was required due to the current performance issues at the wastewater treatment works and the need to protect the Special Area of Conservation from additional nutrient impacts. Councillor John Davies supported these comments and emphasised the environmental importance of the River Teifi. Moved by Councillor Mark Carter; Seconded by Councillor Danny Young. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Mark Carter, John Cole, Tim Evans, Simon Hancock, Nick Neumann, Anji Tinley, Michele Wiggins, Tony Wilcox, Chris Williams, Michael Williams and Danny Young [12] Against the Motion: Councillors John Davies and IwanWard [2] There were no abstentions. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
