Cabinet considered a report by the Interim Head of Infrastructure and Environment which outlined the recommendation of the Services Overview and Scrutiny Committee, in relation to the Long Course Weekend Host Agreement Individual Cabinet Member (ICM) decision which had been called-in on 25th July 2025. The Leader introduced the report and provided the background and context of the matter, where he referred to the ICM, the call-in and the associated reasons for it. He then recognised the Committee’s concerns around the governance issues that had been raised during the debate, but highlighted that there were no opposing views expressed in relation to the agreement. The debate resulted in the following recommendations, agreed by the Committee: That the decision made by the Cabinet Member be referred to Cabinet for reconsideration on the following grounds: a) For Cabinet and the Senior Leadership Team to have the opportunity to jointly review the decision-making processes related to the Long Course Weekend Host Agreement and identify any appropriate actions that might be taken. b) For Cabinet to determine whether they wish this Individual Cabinet Member decision to be signed immediately or alternatively be considered in advance of the 2026 event, but after Member engagement and possible review by Overview and Scrutiny. c) Given the admission of governance failure both in the papers and verbally today by the Head of Law and Governance, the matter be referred to the Governance and Audit Committee for further investigation. The Leader stated that the governance issues raised would be considered in due course by the Governance and Audit Committee. He then outlined the options before Cabinetassociated with the ICM for the LCW Host Agreement, as highlighted in the report. The Leader Moved the Recommendation; Seconded by Councillor Alistair Cameron. The Chief Executive wished to clarify that the host agreement did not specify the route on an annual basis as it was subject to change on an annual basis, and explained that there was a process in place to assess the route with the event hosts. He stated that as a result of this, the Authority was dealing with a multi-year host agreement, and that as the route could change, any ward in the County could be affected in the future. He referred to the consultation mentioned in the Recommendation, and stated that it was his intention that any substantive comments from Members in regards to the route affecting their ward, be included in the consultation. The Leader agreed with the comments made by the Chief Executive and stated that it made sense to get comments from all Members on a matter that could affect their wards. Councillor Alistair Cameron referred to the issues raised around the governance process and wished to recognise that the Governance and Audit Committee was the appropriate place for the matter to be discussed. The Leader agreed and stated that he was mindful of the comments raised at the Extraordinary Services Overview and Scrutiny Committee, and that the proposed Recommendation allowed for the opportunity to consult with Members on the agreement. The Leader Moved to exclude the public; Seconded by Councillor Michelle Bateman. The vote, undertaken by way of a roll call, was carried. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
