RESOLVED That the Minutes of the Senior Staff Committee Meeting held on 1 July 2024 be approved as a correct record.
The Leader invited the Chief Executive to make some comments on the report. The Chief Executive explained that the background of the report was based on the extensive and significant period of financial constraint over the last three years, where a number of structural changes and organisational reviews had taken place, in order to maximise service delivery, whilst also allowing for a balanced budget and a sustainable medium term financial plan to be set. At the recent Council meeting in March, the budget that was set required savings across the Authority of £17 million, with an additional target of £1.4 million for undefined savings. He stated that the report outlined the initial work undertaken against the £1.4 million savings target, along with a number of restructuring proposals, predominantly focused on senior management within the Authority. He stated that the proposals would address a significant proportion of the required savings, and stated that the recommendations made by the Committee would be brought to the next meeting of Council on 8 May 2025. The Committee then considered excluding the public from the meeting in accordance with Section 100A (4) of the Local Government Act 1972, as the report and associated appendices involved the likely disclosure of exempt information as defined in Paragraphs 12, 13 and 14 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The Leader Moved to exclude the public; Seconded by Councillor Di Clements. The vote, undertaken by way of a roll call, was carried. The votes were recorded as follows: For the Motion: Councillors Di Clements, Jon Harvey, Tessa Hodgson, Paul Miller, Huw Murphy, Anji Tinley, Jacob Williams [7] There were no votes against or abstentions. RESOLVED That the public be excluded from the meeting in accordance with Section 100A(4) of the Local Government Act 1972 as the report and associated appendices involve the likely disclosure of exempt information as defined in Paragraphs 12, 13 and 14 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
