In response to a question from Councillor Alan Dennison regarding the location of the play area, the Agent advised that by placing the play area in the South East corner rather than the North West corner, this was the flattest site. In response to concerns regarding the cost of the housing from Councillor Rhys Jordan, the Agent advised that they could not provide an indicative price. In response to a question from Councillor Tim Evans regarding the allocation of the social housing, the Agent advised that this would be in accordance with the local letting policy and existing criteria. The Chair then welcomed Vic Dennis to the meeting who was attending as a local resident and representing other residents. Mr Dennis highlighted that the area was populated by an older generation noting that there had been little regard to the Wellbeing of Future Generations Act. Councillor Jordan clarified that Mr Dennis was not opposed to the development but to the access and Mr Dennis confirmed this together with the active travel arrangements. The Chair then welcomed Councillor Marc Tierney to the meeting who was attending as the local Member. Councillor Tierney highlighted that this was a significant development for 91 much needed new properties. Councillor Tierney clarified that there were spaces at the local school and provision at the GP surgery and voiced his support for the development. However, he highlighted the existing traffic concerns in the area. In response to a question from Councillor Cameron regarding the traffic concerns, Councillor Tierney advised that there were ongoing discussions regarding these issues in Narberth and agreed with Councillor Cameron that a safe road for pedestrians would be welcomed. Councillor Mark Carter suggested a site visit at this juncture. The Chair then invited the Group Engineering Manager to address the Committee who advised that the area was a sustainable location with easy access to Narberth by walking and cycling. Approval of the application was Moved by Councillor Mark Carter; Seconded by Councillor Brian Hall. There were no further questions for the Agent and the Committee debated the application. Decision as recorded
RESOLVED That the application be REFUSED for the reasons outlined in Section 1.1 of the report. [The meeting was adjourned for Lunch at 13:16 and reconvened at 14:00.]
The application was presented for Committee consideration as an application of a similar nature had been referred to the Planning Committee twice previously in the recent past following requests for referral to the Planning Delegation Panel. The Planning Officer presented the application to the Committee advising of an update from the Senior Practitioner with Traveller Ahead who advised that the Applicants live on the site at Castle Quarry which was considered overcrowded and unsafe with an unmet need for accommodation. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: • Andrew Vaughan-Harries – Agent • Jason Evans - Objector The Chair then invited the Agent to address the Committee who explained that the Applicant and members of the family had lived at the site for a number of years. There was already planning permission for two traveller pitches in place. At present, nine people were living on the two pitches at Castle Quarry and it was overcrowded. He further advised that they would reside on the two pitches if the application was refused and would therefore produce the same amount of waste. The Chair then invited questions from Members to the Agent. In response to a concern from Councillor Alistair Cameron regarding the issues of pollution, the Agent advised that Natural Resources Wales and Public Protection did not agree with those concerns. In response to a question from Councillor Mark Carter regarding the application made in September 2023, the Agent advised that the refusal was due to the visual impact and concerns on access. The visual impact had been resolved but the access concerns remained. Councillor Carter further questioned the sewage system that had been approved in 2013 and the Agent advised that it should connect to mains sewage but this was not available. Natural Resources Wales had advised in 2013 that their preference was for a sealed system. The Agent noted that the principal carer for the grandmother who currently resides at the address needs to also reside there but does not have a pitch. In response to a concern raised by Councillor Tony Wilcox regarding the application in 2013, the Agent advised that finances had prevented the completion of the development and that there were now three generations. In response to a question regarding the site from Councillor Brian Hall, the Agent advised that this would be for their family only and not a general Traveller site. The Chair then invited the Objector to address the Committee. The Objector advised that they were representing the Pincheston Management Company and the seven residential units already occupied. Whilst they appreciate the genuine need for traveller accommodation, it must adhere to local and national considerations. They advised that the access was 3m wide and 160m long serving nine residential units and no formal passing points. Landowner approval would be required for any new units and the application failed to adhere to the requirements of 4.3m width. Refusal of the application was Moved by Councillor Rhys Jordan; Seconded by Councillor Mark Carter. Councillor John Cole clarified that there were eleven residential units; two of which were traveller pitches. In response to a concern by Councillor Brian Hall regarding consent for a road widening scheme, the Agent confirmed that there was a proposal for a passing bay. The Agent further clarified that consent had been granted in 2013 for a layby but had not been permitted as they do not own the land or have the rights. The objectors’ clients only had legal opinion and not legal right other than resurfacing rights of access. In response to a concern from Councillor Carter regarding the sewage arrangements for the existing nine dwellings, the Agent advised that they had a private package treatment plant on the opposite side of the road and they were not aware of any incidents of pollution. In response to a comment from Councillor John Cole regarding traffic on the access lane, the Agent confirmed that the number of vehicles accessing the location would be the same whether there were two pitches or four. In response to a request from Councillor Alan Dennison, the Planning Officer clarified that the application in 2014 was approved for two static homes, two touring vans, two utility rooms and the relocation of an approved storage unit. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Mark Carter, John Davies, Alan Dennison, Tim Evans, Simon Hancock, Rhys Jordan, Tony Wilcox, Chris Williams, Michael Williams and Danny Young [10] Against the Motion: Councillors Steve Alderman, Alistair Cameron, John Cole, Brian Hall [4] There were no abstentions. RESOLVED That the application be REFUSED for the reasons outlined in Section 1.1 of the report. [The meeting was adjourned for Lunch at 13:16 and reconvened at 14:00.]

The application was presented for Committee consideration as it involved a full application for residential development of over 30 dwellings The Planning Officer presented the application to the Committee advising of a new representation that had been received but had raised no issues. The Planning Officer advised that the full application had been received for the demolition of the Hotel and the erection of 35 affordable dwellings. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: • Andrew Vaughan-Harries – Agent The Chair then invited the Agent to address the Committee who advised that the demise of the Cleddau Bridge Hotel had been well documented and was a blight on the town. He noted that the development was within a sustainable location and that extensive work had been undertaken with both the Developers and the Architects. The Natural Resources Wales report on bats had not presented any issues. The Chair then invited questions from Members to the Agent. In response to a question raised by Councillor John Cole regarding parking, the Agent advised that they had consulted with Housing and Highways and, due to the excellent transport links, Highway Officers were happy with two parking bays per unit. In response to a concern raised by Councillor Alan Dennison regarding surface water, the Agent advised that to the west of the site was a lot of greenery, swales and basins and that they had removed 3-4 plots to ensure surface water was dealt with safely and adequately. Approval of the application was Moved by Councillor Tony Wilcox; Seconded by Councillor Brian Hall. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Alan Dennison, Tim Evans, Brian Hall, Simon Hancock, Rhys Jordan, Tony Wilcox, Chris Williams, Michael Williams and Danny Young [14] There were no votes against and no abstentions. Decision as recorded
RESOLVED That the application be deferred until February to allow a site visit to be undertaken.
[Having declared a prejudicial interest in this item of business, Councillor John Cole left the meeting at this juncture. Councillor Rhys Jordan also left the meeting at this juncture.] The application was presented for Committee consideration as Members of the Planning Delegation Panel agreed to its removal from the scheme of delegation following a request from the Local Member due to the sensitive nature of the issues raised. The Planning Officer presented the application to the Committee advising that the highways were not adequate for the traffic. He further noted that the application site was not in a sustainable location and both the Authority and Natural Resources Wales had objected to the application. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: • Carys Thomas – Agent • Councillor Jamie Adams – Local Member The Chair then invited the Public Speaker to address the Committee who advised that 6000 people use the facility including schools and educational settings. Whilst the Applicant understood that all new developments should be accessible, a traffic management plan had been submitted which included the erection of temporary one-way signage. They further advised that all objections had been addressed. The Chair then invited questions from Members to the Agent. In response to a concern from Councillor Simon Hancock regarding seeking planning consent prior to commencement, the Agent advised that the Applicant had lost their whole livestock due to Bovine TB and had started a small project which had grown daily. In response to concerns from Councillor Alistair Cameron regarding the water treatment and highways, the Agent advised that they were trying to address the issues and noted that the percolation tests had been submitted to the Authority. Councillor Cameron emphasised that it was very difficult to approve an application without National Resources Wales’ approval. In response to the concerns on Highways, the Agent advised that a plan had been created and submitted and was available on the website. When a specific event was undertaken, designated staff were in place to manage the traffic and one-way system. The Chair then welcomed the Local Member, Councillor Jamie Adams to address the Committee. The Local Member highlighted the need for consideration for farms and other rural businesses to diversify away from Bovine cattle. He noted that the farm was located in a relatively remote hamlet that once had three large dairy farms, all of which would have had significant traffic movements. The Chair then invited questions to the Local Member. In response to a question from Councillor Mark Carter on the feasibility of a permanent one-way system, the Local Member advised that this suggestion had been raised previously and both the Applicant and Community felt there would be little advantage. In response to a concern from Councillor Hancock regarding the comment on Road Traffic Collisions within the report, the Group Engineering Manager advised of a number of mitigations had been verbally agreed, particularly in respect of passing bays. The Head of Planning advised that there had been a long and arduous process undertaken over the last 18months of negotiations and that, despite working proactively with both the Applicant and Agent, Councillor John Davies then Moved that a Site Visit be undertaken to gain a better understanding of the location and the challenges and to allow the Applicant and Agent to resolve any outstanding issues; Seconded by Councillor Brian Hall. The Head of Planning requested that all Members note the traffic implications and highway safety together with the potential adverse impact on special areas of conservation, water quality and the increase in phosphate levels and nitrate levels highlighting that it had to be proven beyond all reasonable doubt that this was adhered to. There were no further questions for the Agent and the Committee debated the application. The vote, undertaken by way of a roll-call, was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Mark Carter, John Cole, John Davies, Alan Dennison, Tim Evans, Brian Hall, Chris Williams, and Danny Young [9] Against the Motion: Councillors Alistair Cameron, Simon Hancock, Tony Wilcox and Michael Williams [4] There were no abstentions. RESOLVED That the application be deferred until February to allow a site visit to be undertaken.
