Councillor Dr Simon Hancock, newly-elected as the Committee’s Chair by Members at the Annual Meeting of Council on 10 May 2024, opened the meeting by congratulating Councillor Jacob Williams, the immediate Past Chair, on his appointment to Cabinet with responsibility for Planning and Regulatory Services. The Chair then made the following announcements: • At the Committee meeting held on 12 March 2024, delegated power was granted to the Head of Planning Service to approve Planning Application 23/0257/PA - Erection of up to 4-storey building, Extension, Refurbishment and Demolition Works (including existing public toilets) to provide a Community Hub with Associated Infrastructure Works at 7, Northgate Street, Pembroke – subject to the resolution of ecological matters. These matters had now been resolved and planning permission was issued on 15 May 2024. • Similarly, at the Committee meeting held on 12 March 2024, delegated power was granted to the Head of Planning Service to approve Planning Application 23/0769/PA - Erection of a two-storey dwelling, garage and floating boat shed with associated parking and landscaping works at Plot 2, Kiln Park, Burton, Milford Haven – also subject to the resolution of ecological matters. These matters had now been resolved and planning permission was issued on 9 May 2024. • Following approval by Full Council on9 May 2024, planning permission for Planning Application 23/0479/PA - A single wind turbine and associated infrastructure at Rhosygilwen Mansion, Rhoshill, Pembrokeshire - was issued on the same date. • With regard to Agenda Item 6 – Planning Application No.23/0646/PA - Days Garage, Fishguard Road, Haverfordwest, SA62 4BT - Full application for Erection of an Electric Vehicle (EV) charging station and drive through coffee shop (Class A1/A3) – a late representation from a third party had been received but this did not qualify as one to be reported to the Planning Committee as stated in the Council’s Planning Code of Practice that has been subsumed into the Constitution. · That an oral update would be provided for Agenda Item No. 7 – Planning Application No.23/0560/PA – Land to rear of The Larder, Vine Road, Johnston, Haverfordwest – Erection of self-catering holiday lodges and associated infrastructure. [Councillor Brian Hall joined the meeting at this juncture.]
The Head of Planning Service declared a personal interest in Agenda Item No. 7 – Planning Application No.23/0560/PA – Land to rear of The Larder, Vine Road, Johnston, Haverfordwest, SA62 3NZ, by virtue of being close family friends with the Applicant. She advised that she would leave the meeting during that item of business.
The Chair advised of an inaccuracy in the Minutes of the Previous Meeting that was included in the Agenda reports pack and distributed to Committee Members before the May meeting had taken place. In Minute 102 - Planning Application No.23/0479/PA - Rhosygilwen Mansion, Rhoshill, Pembrokeshire - of the Committee’s meeting held on 23 April 2024, the roll-call vote incorrectly recorded that there were 10 votes in favour of the motion, with Councillor Michael Williams voting against and Councillor Tony Wilcox abstaining from the vote. This was, in fact, the outcome of the vote on the planning application from the meeting held on 12 March 2024. Since publication of the May Agenda pack, the Printed Minutes had been corrected on the Council’s website to reflect the results of the roll-call vote at the April meeting, with 13 votes in favour of the motion and Councillor Wilcox voting against. There were no abstentions. Moved by Councillor Mark Carter; Seconded by Councillor Brian Hall. The vote, undertaken by way of a show of hands, was carried. RESOLVED That the Minutes of the Meeting held on 23 April 2024 be approved as a correct record, in both English and Welsh, subject to the above amendments.

RESOLVED That the application be APPROVED subject to the conditions outlined in Section 1.1 of the report. [Councillor Jordan Ryan joined the meeting at this juncture.]
This application was for Committee consideration as it involved the development of a site contrary to a policy of the Local Development Plan (LDP), but was being recommended for approval (Appendix 1 to Section 14 of the Council’s Constitution). The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: · Agent – Mr Matthew Gray Following Mr Gray’s address, Councillor Mark Carter, making reference to the Authority’s ‘town centre first’ approach to planning policy, sought clarification as to why a site was not considered in Haverfordwest’s town centre. Mr Gray explained that when applying the sequential test based on case law for comparing the proposed site with other town centre locations, the new and used car dealership referred to by Councillor Carter was significantly larger than the desired size and would not trigger a requirement for sequential assessment. Having spoken with Officers during the life of the planning application, the Agent believed there was an evidenced need for Electric Vehicle (EV) charging hubs in the town centre, on the edge of town and in out of town locations serving the strategic network. Referring to the development’s potential to create approximately 20 jobs, Councillor John Cole queried the number of staff required for the premises’ operating hours of business, to which Mr Gray replied the employment figures were provided by Starbucks UK, that is partnered with the franchise owner-Applicant, and were based on the coffee chain’s 24-hour shift patterns. He envisaged the possibility of this unit operating for 24 hours a day was ‘highly unlikely’. Councillor Alistair Cameron highlighted some of the areas of concern being littering and vehicle engine idling that were raised in 10 public representations to the application. Mr Gray stated that while coffee operators generally create significantly less litter, Starbucks had a standard approach to litter management that involves litter picking by staff in every store. In response to a further question, the Agent responded that as car sales had slowed significantly in recent years, this opportunity would ensure Days’ long-term viability. In the discussion which followed, Councillor Cole asked what impact the development would have on traffic congestion as he could foresee problems with roads in the vicinity of the Welsh-medium 3-16 school and the new milk processing plant as well as during the Pembrokeshire County Show, with traffic backing up onto Withybush roundabout and onto the A40. The Principal Planning Officer advised that while the Council’s Highways Department had offered no objection to the application, their only concern was in connection with the provision of parking to include spaces for cycles and to ensure that a suitable transport management plan was in place during the construction phase. He added that the Welsh Government was satisfied that the development could proceed without adverse impact on the strategic road network. Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Tony Wilcox. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Brian Hall, Dr Simon Hancock, Rhys Jordan, Anji Tinley, Iwan Ward, Tony Wilcox and Michael Williams [12] There were no votes against or abstentions. RESOLVED That the application be APPROVED subject to the conditions outlined in Section 1.1 of the report. [Councillor Jordan Ryan joined the meeting at this juncture.]

RESOLVED That delegated power be granted to the Chief Planning Officer as set out in the oral update to APPROVE the application following the receipt of a Green Infrastructure Statement and subject to conditions outlined in Section 1.1 of the report.
[Having previously declared a personal interest in this item of business, the Head of Planning Service withdrew from the meeting]. This application was presented for Committee consideration as it was for tourist, leisure or recreational development on a site of over 500 sq. m floorspace or 0.5 hectares in area (Appendix 1 to Section 14 of the Council’s Constitution). The Senior Planning Officer provided an oral update stating that the recommendation within the Committee report be amended to read that delegated power be granted to the Chief Planning Officer instead of to the Head of Planning Service following her earlier declaration of interest. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: · Applicant – Mr Peter Rawsthorne Following Mr Rawsthorne’s address, Councillor Rhys Jordan requested more information on how the self-catering holiday lodges would be operated either on a short-term basis of up to four days and available all year round, or would they be for sale for ownership. The Applicant clarified the aim would be to offer the lodges as short-term lets for up to 28 days. In response to a question raised by Councillor Mark Carter, Mr Rawsthorne confirmed the intention would be to open for business year-round and accepted that the Authority might impose a condition restricting the use of the lodges to 11 months of the year. At this point, the Chief Planning Officer advised that the historic approach of limiting occupancy to 10-and-a-half months of the year was a former Dyfed County Council policy that the then South Pembrokeshire and Preseli Pembrokeshire District Councils followed in terms of attempting to restrict the use of holiday accommodation to holiday use by having a six-week empty period. He explained because this was a temporal restriction that stipulated the units could not be occupied during that time, in essence, the restriction allowed residential use during that period when they were not to be occupied. The approach now had changed in view of the Welsh Government’s introduction of use classes for short-term holiday lets, he continued. The Committee proceeded to discuss the application and the key points were noted as follows: · Councillor Alistair Cameron requested confirmation on the number of public representations received in response to the proposal, to which the Senior Planning Officer replied that a site notice had been erected on the access and any neighbours with an adjoining boundary, along with residents in Silverdale Close and Acorn Drive, were notified directly by letter. However, no representations in objection to the application were received. · In outlining his support for the proposed development, Councillor Rhys Jordan described Johnston as ‘up and coming’ in the last 15 years, with a number of thriving businesses in the area. He regarded those investing in tourism in new areas of the County as a positive move. Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Mark Carter. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Brian Hall, Dr Simon Hancock, Rhys Jordan, Councillor Jordan Ryan Anji Tinley, Iwan Ward, Tony Wilcox and Michael Williams [12] Abstain: Councillor Jordan Ryan [1] There were no votes against. RESOLVED That delegated power be granted to the Chief Planning Officer as set out in the oral update to APPROVE the application following the receipt of a Green Infrastructure Statement and subject to conditions outlined in Section 1.1 of the report.

This application was presented for Committee consideration as it was for tourist, leisure or recreational development over 0.5 hectares in area (Appendix 1 to Section 14 of the Council’s Constitution). The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: · Agent – Mr Andrew Vaughan-Harries After Mr Vaughan-Harries’ address, Councillor John Cole made reference to paragraph 6.4 of the Committee report and the advice provided by the Council’s Landscape Officer about the need for the new wildflower meadow to be stock-proof fenced from cattle or sheep. He was of the opinion that grazing and cutting of the meadow would add to its diversity and help with weed control, to which Mr Vaughan-Harries stated he would seek guidance on the matter from the Landscape Officer. In agreement with Councillor Cole, Councillor Steve Alderman welcomed the Applicants’ intention to diversify their business while continuing to farm grazing livestock. Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Cole. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Brian Hall, Dr Simon Hancock, Rhys Jordan, Jordan Ryan, Anji Tinley, Iwan Ward, Tony Wilcox and Michael Williams [13] There were no votes against or abstentions. This application was presented for Committee consideration because the application was made under Section 73 of the Town and Country Planning Act 1990 (As Amended) - a consent under Section 73 represented a new planning permission which, in this case, raised issues regarding compliance with the Local Development Plan (LDP) (Appendix 1 to Section 14 of the Council’s Constitution). The Committee proceeded to discuss the application and the following point was raised and noted: · Councillor Alistair Cameron indicated he was the Local Member for the area where the application site lay. He questioned why the developer had not followed the proper planning process and considered the presence of dormice as a Protected Species in the first place. Despite being made aware of the mammals at the time planning permission was granted, the Senior Planning Officer advised that the Applicant had now produced a new management plan in accordance with the recommendations of further surveys. She continued that the Applicant would be required to provide an additional buffer zone and tree planting to sustain a suitable habitat for the dormice. Councillor John Cole Moved the recommendation for approval; Seconded by Councillor Brian Hall. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Steve Alderman, Alistair Cameron, Mark Carter, John Cole, John Davies, Brian Hall, Dr Simon Hancock, Rhys Jordan, Jordan Ryan, Iwan Ward, Tony Wilcox and Michael Williams [12] There were no votes against or abstentions. RESOLVED That the application be APPROVED subject to the conditions outlined in Section 1.1 of the report.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
