This application was presented for Committee consideration as the site was for the Winning and Working of Minerals (Secondary Aggregates) and covers an area larger than 0.5 hectares surface area (Appendix 1 to Section 14 of the Council’s Constitution). Following the address by the Development Management Officer, Minerals and Waste, the Chief Planning Officer provided an oral update. Since publication of the Committee report, the recommendation relating to planning condition No. 21 requiring the developer to submit further information within one month of the date of permission be corrected to ‘prior to the commencement of the development’, as planning permission may not be implemented for five years, and that the sentence ‘within one month of the date of this permission’ be deleted. The Committee was advised that due notification had been received from the following interested party who wished to exercise his right to address the Committee: · Agent – Mr Geraint John After Mr John’s address, Councillor Mark Carter Moved the recommendation for approval; Seconded by Councillor Iwan Ward, who expressed his support for the application. He felt the development offered opportunities in north Pembrokeshire not only for the recycling of waste material, but for the creation of sustained employment as well. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Alistair Cameron, Aaron Carey, Mark Carter, John Cole, John Davies, Tim Evans, Nicola Gwynn, Brian Hall, Rhys Jordan, Jordan Ryan, Anji Tinley, Iwan Ward, Tony Wilcox, Jacob Williams and Michael Williams [15] There were no votes against or abstentions. RESOLVED That the application be deferred to allow Members to conduct a SITE VISIT. The matter will return to a subsequent Committee meeting for further consideration.
This application was presented for Committee consideration as the application was for a wind turbine over 30 metres in overall height to blade tip (Appendix 1 to Section 14 of the Council’s Constitution). The Senior Planning Officer provided an oral update stating that since publication of the Committee report, an amended ecological assessment referring to bat species had been received, however, the Council’s Ecologist had not yet had the opportunity to assess the report with regard to the application. Further responses had been received from the West Wales Airport, at Aberporth, maintaining their objection to the proposed wind turbine on grounds that it would impact on airport radar and from MOD Aberporth requesting more time to provide a considered response. A third party questioning land ownership had also made a representation, however, the Senior Planning Officer informed the meeting that this issue would not affect the proposed development. The Committee was advised that due notification had been received from the following interested parties, who wished to exercise their right to address the Committee: · Applicant – Mr Glen Peters · Objector – Mr Paul Roberston Marriott The Committee then had the opportunity to ask questions of the speakers. Councillor John Davies, Local Member, addressed the Committee, revealing he had familiarity with wind energy technology from experience of owning and operating a wind turbine. He then proposed that the application be deferred for up to two months to allow sufficient time for the Council’s Ecologist and MOD Aberporth to respond. He stressed the need for the Committee to further reflect on the application because it was within the gift of any Applicant to appeal any Council decision. Councillor Davies pointed to a history of applications for wind turbines being refused under delegated powers or by Planning Committee that were then overturned by a Planning Inspector at appeal, including his own development in 2014. Councillor Davies then made reference to the Applicant’s offer to consider increasing the tree cover to help screen the proposed wind turbine in the setting of Rhosygilwen, which is a Grade II listed building, and stated an adjournment would allow the Applicant to explore landscaping measures. The Chair remarked that Councillor Davies’ proposal for a deferral to a subsequent Committee meeting, other than for a site visit, was ‘unusual’ and asked for his reasoning, to which Councillor Davies reiterated his reasons above. The deferral was Seconded by Councillor Brian Hall. The Committee proceeded to discuss the application and the key points were noted as follows: • Councillors John Cole, Mark Carter and Jordan Ryan expressed an interest in attending a site visit during a possible postponement period. • Following on from this discussion, Councillor Iwan Ward put forward an amendment that the application be deferred to allow Members to conduct a site visit; Seconded by Councillor John Davies, who withdrew his earlier proposal. For the Motion: Councillors Alistair Cameron, Aaron Carey, Mark Carter, John Cole, John Davies, Tim Evans, Nicola Gwynn, Brian Hall, Jordan Ryan, Anji Tinley, Iwan Ward, Tony Wilcox, Jacob Williams and Michael Williams [14] There were no votes against or abstentions. RESOLVED That the application be deferred to allow Members to conduct a SITE VISIT. The matter will return to a subsequent Committee meeting for further consideration.
The meeting adjourned at 11:45am for a short comfort break and reconvened at 12:03pm. [Councillor Anji Tinley left the meeting at this juncture]

This application was presented for Committee consideration as it involved development contrary to the Local Development Plan but was being recommended for approval (Appendix 1 to Section 14 of the Council’s Constitution). The Committee was advised that due notification had been received from the following interested party who wished to exercise her right to address the Committee: · Applicant – Ms Tess Greenway In response to Ms Greenway’s address and referring to concerns raised by Martletwy Community Council, Councillor Alistair Cameron requested more information regarding the monitoring of the application and how would sustainability be assessed. Ms Greenway explained she and her husband would be ‘very happy’ to engage in the monitoring process and share the annual reports with the County and Community Councils. Councillor Michael Williams asked for more details on the proposed method to fire pottery, to which the Applicant replied a solar powered kiln would be used in the months of February to October whereas trading at the Christmas markets and other events would be the focus of her business between November and January. Following on from this discussion, Councillor John Cole sought clarification on how water would be supplied to the vegetable plots, to which the Applicant confirmed the source would be through a borehole. The supply would also come from rooftop rainwater collection and ponds on site. Councillor Brian Hall Moved the recommendation for approval; Seconded by Councillor Mark Carter. The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Alistair Cameron, Aaron Carey, Mark Carter, John Cole, John Davies, Tim Evans, Nicola Gwynn, Brian Hall, Jordan Ryan, Iwan Ward, Tony Wilcox, Jacob Williams and Michael Williams [13] There were no votes against or abstentions. RESOLVED That the application be REFUSED for the reasons listed in the report.
This full application was presented for Committee consideration as it involved a Class A1 retail development over 500 sq.m of floorspace (Appendix 1 to Section 14 of the Council’s Constitution). The Committee was advised that due notification had been received from the following interested parties who wished to exercise their right to address the Committee: · Local Member – Councillor Shon Rees Councillor Shon Rees, Local Member, addressed the Committee to express his support for the application, contrary to the officer’s recommendation for refusal, as he felt it would offer local people another choice on where to shop in Crymych otherwise they may go elsewhere. He also welcomed the possibility of electric vehicle (EV) charging points, as none were currently installed in the two car parks in the village. After the Local Member’s address, Councillor John Cole made reference to the reasons for the recommendation of refusal and questioned the viability of the scheme. While acknowledging the application involved the modernisation of the existing building, Councillor Rees accepted it had raised several issues, such as the need to improve disability access and the size and scale of the proposed redevelopment, as well as concerns from local residents, but thought these could be addressed. The Chair queried whether some of the residents’ concerns could be dealt with by way of a condition imposed on the planning permission and suggested if the Committee was minded to refuse permission, resubmission of the application might be better for the Applicant. Councillor Rees indicated a site visit might also be beneficial. In response to a question from Councillor Alistair Cameron, Councillor Rees did not believe the proposal would not have an impact on other retailers as ‘unique, niche shops’ were already established in Crymych. Following further questions, the Planning Officer stated it was with reluctance Officers arrived at their recommendation of refusal, however, national planning policy and the Local Development Plan (LDP) is abundantly clear that evidence is required to show that if a new retail development of a particular scale came forward that it would not harm existing retail provision. If a Retail Impact Assessment had been submitted as part of the application, he continued that there would have been no recommendation of refusal on those grounds. The Officer advised should the Committee be minded to refuse planning permission, the Applicant would need to submit a fresh application. The Committee proceeded to deliberate on the application. Councillor John Davies commented, while he was not the Local Member but lives in the area, that he welcomed the Planning Officer’s advice and encouraged the Applicant to return with a new application. Councillor Brian Hall Moved the recommendation for refusal; Seconded by Councillor John Davies The Committee proceeded to the vote, undertaken by way of a roll-call, which was carried. The votes were recorded as follows: For the Motion: Councillors Alistair Cameron, Mark Carter, John Davies, Tim Evans, Nicola Gwynn, Brian Hall, Rhys Jordan, Jordan Ryan, Iwan Ward, Tony Wilcox, Jacob Williams and Michael Williams [12] Abstain: Councillor John Cole [1] There were no votes against. RESOLVED That the application be REFUSED for the reasons listed in the report.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
