Performance Scrutiny Committee - Partnerships

On 24 July 2024 the Performance Scrutiny Committee - Partnerships considered the 2023-24 performance of Newport Live, the charity that runs the Council's sport, leisure and theatre facilities, and a report from the Gwent Substance Misuse Area Planning Board, a regional partnership on drug and alcohol services. The Committee recommended that Newport Live publicise its work more actively and asked the Gwent board for several topics in future reports, plus a seminar for all members. It also accepted the draft work programme for 2024-25.

Performance Scrutiny Committee - Place and Corporate

The Performance Scrutiny Committee - Place and Corporate met on 22 July 2024 to consider the 2023-24 end-of-year reviews for four council services: Regeneration and Economic Development, Infrastructure, Environment and Public Protection, and Housing and Communities. Councillors questioned officers and Cabinet Members on each review, then asked for further updates, information and reports, including on the Shared Prosperity Fund, the new leisure centre, the Local Toilet Strategy and the 20mph speed limit feedback system. The Committee also accepted the draft 2024-25 forward work programme, which sets out the topics it will scrutinise (scrutiny means councillors checking the council's work).

Members questioned officers on school buildings, additional learning needs, attendance, care placements and youth justice. The Committee asked for further information on several matters, including the Welsh language sabbatical waiting list, updates on Millbrook and St Andrew's schools, and the Eliminate programme.

Overview and Scrutiny Management Committee

At its meeting on 12 July 2024 the Committee scrutinised the Annual Information Risk Report 2023-24 and the Climate Change Plan Annual Report 2023-24. It asked for more detail on 'technical security failings', on complex subject access requests and on training data, and for clearer red and amber ratings in the climate report. It was content with both reports and noted that the Anti-Poverty Strategic Plan had been added to its 25 October 2024 meeting.

The committee reviewed the Director of Social Services Annual Report 2023-24 and agreed to pass it to Cabinet as it stood, recommending that case studies continue in future reports. It also cancelled its 9 July 2024 meeting and set up two July meetings to take the end-of-year reports.

Overview and Scrutiny Management Committee

On 7 June 2024 the Overview and Scrutiny Management Committee considered the draft Welsh Language Annual Monitoring Report 2023-24 and the Scrutiny Annual Report 2023-24. On the Welsh report it made comments and recommendations, including on the uptake of Welsh medium education, and on the scrutiny report it agreed the content was accurate and recommended further work on public engagement and the committee structure. It also noted actions from earlier meetings and the draft work programme for 2024-25.

Performance Scrutiny Committee - People

The Committee considered a report on recruitment and retention in Social Services, covering vacancies, turnover, agency staff, sickness and working patterns. It questioned senior officers and cabinet members, asked for the current number of vacancies, and recommended that the report return in one year with benchmarking data, along with work on gender balance, engagement with schools, and a relief pool of staff with other councils. Overview and Scrutiny Management Committee

The Committee considered two draft plans: the Strategic Asset Management Plan 2023-28, which sets out how the council manages its land and buildings, and the Strategic Equality Plan 2024-28, which sets out its equality objectives for the next four years. On the asset plan, the Committee asked for a review of the 2018 plan and recommended annual scrutiny with an annual delivery plan. On the equality plan, it asked for more promotion to young people, more use of data, and better access for residents with low digital skills.

Performance Scrutiny Committee - Place and Corporate

The Committee considered the draft Newport Local Flood Risk Management Strategy for 2024 to 2030, which the council must produce as a Lead Local Flood Authority. The Committee noted the draft and agreed seven recommendations to pass to the Cabinet Member for consideration with the Strategy, mainly on wider public consultation, a more accessible version, and information on flood grants.

Overview and Scrutiny Management Committee

The Committee considered the draft 2024-25 council budget and Medium Term Financial Plan, which sets out spending and savings over several years. Members questioned officers on school and grant funding and on Fairness and Equality Impact Assessments, the documents that test proposals for their effect on people. The Committee was content with the budget and consultation processes and agreed to forward the minutes of two Performance Scrutiny Committees to Cabinet.

The Overview and Scrutiny Management Committee, a group of councillors that checks the council's work, met on 27 October 2023 to consider the Air Quality Action Plan for 2023-28 and an update on budget consultation arrangements for 2024/25. The Committee considered two items: the Shared Resource Service (SRS) monitoring update for 2022/23, and the final five-year report on Newport's Well-being Plan 2018-23. On the SRS it asked for more information on apprentice diversity, recruitment, a direct support contact and the Disaster Recovery Plan. On the Well-being Plan it asked for the Purple Flag criteria and a flood risk report from Natural Resources Wales. The minutes record requests for information rather than formal decisions.
