Councillor Evans asked: Just under a year ago, in July 2025, I raised concerns with the Cabinet Member for Communities and Sport about the CCTV system in the city centre. Allegations that some cameras were either damaged or switched off. At the time I was told we had recently experienced some issues with them, some had been repaired and a new cable connection would prevent some cameras remaining offline. Then in September last year we were told they was going to be a £300,000 investment and upgrade to the CCTV system. Recently we have heard allegations that the control centre has been slow to react to incidents of anti-social behaviour and burglaries in the city centre. So, can the Cabinet Member confirm that the upgrade went ahead, if not why not? Is there any truth in these rumours, and if so what urgent steps are they intending to take to resolve these concerns? Councillor Hughes responded: The council remains committed to supporting businesses, residents and visitors by helping to maintain a safe city centre. Recent incidents have been captured on CCTV and all relevant evidence has been shared with Gwent Police, with whom we continue to work closely. The current CCTV arrangements continue to support the monitoring of incidents and the provision of evidence to the police, and every effort is made to ensure the system is used effectively. However, the system is ageing and repairs have been carried out to maintain its effectiveness. These considerations led Cabinet to allocate funding for a significant upgrade, including new software and a planned programme of camera improvements. Preparatory work is already under way and the upgrade will be progressed this year to improve resilience, capability and response across the city centre
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
