There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Mogford asked: Dear Cabinet Member, You have now secured £15 Million to spend on the roads this coming financial year, presumably starting in April 2026 . Further to my supplementary question at full council on the 24th February 2026 This now gives you plenty of time to prepare and publish a plan of which roads will be addressed in terms of resurfacing, repair and maintenance throughout the year i) Will you commit to producing a detailed plan of the 2026/27 annual road repair and maintenance activities ,to be made available to Councillors and residents prior to the new financial year and commencement of work? ii) Could the report also give a breakdown by ward and the likely impact to traffic flow in terms of congestion within and through the city. iii) Will you also be upgrading roads, pavements and cycle tracks to align with active travel demands (e.g. there are a number of issues with drop kerbs, and the A48 Langstone through to the Rock and Fountain pedestrian/ cycle path, which is need of maintenance to return it to it’s full intended use) iv) In parallel will you also update the Highway Asset Management plan (HAMP) 2024-2029 to reflect the new investment plan for the coming years Councillor Howells responded: The Council will shortly publish a list of roads that will be resurfaced as a result of this extra money by this council. It was disappointing the Newport Conservatives voted against this extra investment. All works need to be designed, procured and coordinated with other planned and emergency works (e.g utility works nearby creating road diversion). This timetable is also impacted by weather and availability of specialist equipment. If we were to set out a detailed timetable at the start then we would have to deliver the programme much slower, to include contingency. Even then, unexpected ground conditions at a single sight would impact the whole programme. Instead, we will work as flexibly as possible to progress this large investment speedily and will aim to notify councillors at least two weeks prior to works commencing. As the works are yet to be finalised, it is not possible to advise on the level of disruption. All works are designed to ensure safety of operatives and road users, disruption will be considered on a scheme-by-scheme basis, and mitigated, if possible, but some disruption is inevitable. The investment we have made is significantly more than we anticipated on the commencement of the current HAMP, so we will be considering an update next year which will consider investment levels in the various elements of the asset.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
