There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Fouweather asked: Could the cabinet member please update me on the proposals for the old green roundabout. Has a decision been taken by transport for Wales and the minister to push forward with this ridiculous proposal despite huge public objections? Can the cabinet member confirm whether she supports or opposes the proposals? Councillor R Howells responded: The Old Green proposals form part of the Burns package of measures to reduce M4 congestion, which we can all agree is a major impediment to economic progress in Newport and the wider region. Newport has been promised significant investment in Burns schemes by Welsh Government and the Burns Commission report assured us that delivery of the same would relieve the M4 congestion and get people moving more freely around the city. If the full value of any proposals relating to Old Green is to be achieved, it is vital that the entire package of Burns measures are delivered, not individual proposals. It is worth noting that this is a Welsh Government scheme, funded via the Cardiff Capital Region and delivered via Transport for Wales. Subject to funding confirmation from external organisations, the decision remains yet to be confirmed.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
