Councillor Fouweather asked: The cabinet member will be aware that there is a proposal to provide all primary school children with free school meals. Can the cabinet member tell me if adequate funding has been secured from the Welsh Government to support and provide for this proposal. As Newport is a growing city it is likely that there will be greater pressure to provide these free school meals. Is the cabinet member confident that she can meet this need from existing budgets should there be a shortfall in funding from Welsh. Government. Councillor Davies responded: This is not a proposal; this is a fully implemented Welsh Government policy and has been in place for the previous two academic years. As Cabinet Member for Education and Early Years, I asked officers to develop this work as soon as possible to support vulnerable pupils and their families within our city. I am pleased to report that Newport primary school received this benefit six months earlier than the proposed implementation date. The Council received capital investment from Welsh Government over two financial years to support the required infrastructure changes to support rollout of this scheme. In addition, the Council continues to receive an agreed amount of revenue funding for each meal served via a grant claim. This has recently been increased in line with inflation. As the funding received from Welsh Government relates to each meal served, any increase in pupil numbers should not negatively impact on Council budgets.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
