Councillor Fouweather asked: The nighttime economy is important to Newport. What measures has the cabinet member put in place to support the nighttime economy to ensure that Newport has a welcoming and vibrant night life. Councillor Clarke responded: We have a number of excellent venues in the city centre which offer food and beverage, live music and culture/leisure activities for residents and visitors and we are proud to support all of our local businesses. We have worked with a number of representatives from the retail, hospitality and leisure/culture sectors to develop the adopted Placemaking Plan and Culture Strategy and through these strategies, we have identified short, medium and long terms proposals which will continue to support the city centre, including the night time economy. It is important that the city centre provides a good offer of facilities and amenities to all users and the Council complements the private sector offer through the delivery of a range of events, including evening events, such as the Newport Music Trail, which showcases our home grown talent, and the new comedy festival, Comedi Casnewydd, which has been announced for the end of January and will provide free access to stand up comedy across a number of different venues. Financial support continues to be available for new start up businesses and growing businesses through the City of Newport Business Fund and free business advice and support is available from the Council, and Welsh ICE. We also have the What’s On webpage which has been very positively received with lots of businesses and groups advertising and promoting a variety of events throughout the year and across the city. The Licesning and Compliance Manager at the council chairs a bi-monthly partnership group under the governance of Safer Newport. Members of the group include: NCC ASB, NCC Licensing, Gwent Police Neighbourhood Team, NCC Youth Service, NCC Homelessness/ Rough Sleeper/Housing, NCC Communities, Newport NOW, NCC Regeneration, Gwent Police Design Out Crime, NCC Infrastructure, NCC Civil Contingencies, Home Office Immigration, NCC Waste Enforcement, SW Fire and Rescue, NCC Youth Justice, NCC Partnerships, Crime Stoppers, Business Against Crime Partnership. An action plan is in place, which includes regular multi-agency Nights of Action, targeted enforcement against alcohol-related crime, and ongoing compliance checks for venues. Other priorities include safeguarding campaigns, a night ambassador service, Pub Watch forums, a plan to seek Purple Flag re-accreditation, enforcement of antisocial behaviour (ASB) and public space protection orders (PSPOs) and reviewing intelligence and communication systems.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
