Councillor Fouweather asked: As a supplementary question to the leader regarding the City of Sanctuary Is the City of Sanctuary title nothing more than virtue signalling. What does the initiative actually do? What values. goals and targets does it have? Councillor Batrouni responded: Newport, as a community, has long supported people who need sanctuary to settle into the city, from Irish people fleeing the potato famine in the 19th Century, to the Windrush generation of the 20th Century. City of Sanctuary is a nationwide program which aims to develop a culture of welcome in an area. It brings together individuals, community groups, educational establishments, health and local councils and other organisations to ensure that people settling in local areas are made to feel welcome and supported to integrate throughout society. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
