Councillor Fouweather asked: The population of Newport has risen by 10%. Therefore, has the local authority education budget increased to allow for this. How much extra in percentage and money terms has been added to the education budget for schools, bearing in mind the dire situation that 53 out of 56 find themselves in. Councillor Davies Responded: The 10% population increase referenced was between 2011 and 2021. The education budget increased by 34.9% or £27,558m during the same period. When the council calculates the medium-term pressures associated with Individual School Budgets (ISB), it considers a wide range of factors including teaching and non-teaching staff inflationary pay awards, school expansions and any increases in pupil numbers on role (known as transitional increases). Cabinet have not made any decisions around use of council funding for 2026/27; however, all pupil growth was accounted for in the funding provided to schools this year (2025/26). In fact, all cost pressures were met and an additional £1.2 million pounds awarded in recognition of school’s position which remains one of the best positions across Wales. Only 2 out of 57 Newport schools were in deficit position at the end the previous financial year (24/25). This is in direct comparison to all Wales data which demonstrates that the average local authority had 14 schools in deficit at the same point in time. One of the Newport schools previously in deficit now have a trajectory of completing this financial year with a surplus budget. The remaining school is being monitored and supported to resolve its forecast deficit.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
