There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Evans asked: 17 July I reported that: ”The pavement at the top of Allt-yr-yn Avenue heading towards the Café on Ridgeway is badly eroded and needs resurfacing.” On 21 July I received the following reply: “Good afternoon Councillor, thank you for raising this. Our inspector has attended however there was no fault found to our intervention levels, during their assessment.” I replied on the same day: “I think the Inspector must have gone to a different part. There is clearly heavy erosion going up the Café on Ridgeway from 106 Allt-yr-yn Avenue. I shall see if I can find the lady who fell over here. Happy to meet up with the Inspector to show him.” With the same photographic evidence. As it appears no action is going to be taken, will the Cabinet Member meet me at this popular location and explain why this doesn’t require any intervention? R Howells responded: Newport’s highway network is managed and inspected in accordance with the councils Highway Asset Management Plan (HAMP) and the Highway Maintenance Manual. This ensures that all highway assets are inspected in accordance with their hierarchal status and defects meeting or exceeding the council’s intervention levels are repaired or made safe in line with a nationally applied risk-based approach. The footway on Allt yr yn Avenue received a safety inspection on the 16th July 2025. Whilst it is accepted that the surface of the footway may be considered aesthetically poor, no defects were identified as meeting the Councils defect intervention criteria. Councillor Howells will nevertheless meet with Councillor Evans to discuss the matter. As set out in the HAMP the backlog maintenance for highway assets is £119M. Even with the record investment this year, it is not possible to fund the resurfacing of every road or footway we would like to.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
