D Fouweather asked: I understand that the council has been running a survey online but HMOs. Can you tell me - 1 Who authorised this survey? 2 Was the survey outsourced and if so who to? 3 What was the total cost of the survey this should include the costs for outsourcing? S Adan responded: The survey undertaken is part of a wider review of current planning policy in respect of HMOs. I am aware of the sensitive nature of such applications, and it is important that the views of residents and relevant ward members are considered as part of the review. I have been working with the Planning team on the brief for this piece of work and confirm that the consultancy which has been awarded this commission is RRR Consultancy. The cost of the whole commission, of which the survey was only a part, is £20,800.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
