There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Fouweather asked: Considering my question asking for an internal inquiry in the operation of rape gangs in Newport, would the Cabinet member answer the following: 1. Does the Council have any information about whether rape gangs are operating in Newport? 2. Have any Council employees, social workers, or teachers raised concerns about them in Newport? 3. Has anything been raised to the Council about children in care being involved? Councillor Lacey responded: 1. The Council holds no information regarding this specific matter. However, as the activity in question constitutes a serious criminal offence, it would be more appropriate to address this question to Gwent Police. 2. The Council has robust safeguarding processes which would enable offending such as that to which you refer to be reported easily. However, there are no records of such concerns being raised, either through our Information, Advice and Assistance Teams or elsewhere. 3. Social Services have not received any reports of such offending in relation to children looked after.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
