The Cabinet Member for Social Services, Councillor Lacey presented the report to Cabinet colleagues, which outlined the proposal for Newport City Council to exit the Section 33 Agreement. The agreement pools health and social care budgets to support the delivery of integrated services for individuals living with frailty. Decision: Cabinet endorsed the exit of the Section 33 Agreement.
The Cabinet Member for Communities and Sport, Councillor M Spencer presented the report. The strategy would improve pitch quality, modernise changing facilities, grow participation (especially for women and girls), strengthen community clubs, and manage assets sustainably. It proposes a balanced model of enhanced grass pitches, strategic artificial grass pitch hubs in partnership with schools/clubs, and various long‑term leases to unlock external investment. The strategy alignes with the relevant Newport City Council policies and supports inclusive access to sport and well‑being outcomes. Councillor D Davies proposed the report, seconded by Councillor Clarke. Decision: Cabinet - 1. Noted the feedback from consultation undertaken on the Playing Pitch and Sports Facilities Review. 2. Adopted the Playing Pitch Strategy 2026–2036 appended to the report and agreed to its publication.
