There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Councillor Reeks asked: I am seeing and getting reports from residents of a growing number of public bins being used to dump bags of household rubbish, can the Cabinet Member confirm the following please: 1) that no extra resources are being deployed to remove these bags of rubbish, 2) what steps are being taken to track down the householders responsible for dumping the rubbish, and 3) what additional costs are involved with this process? Councillor Forsey responded: I can confirm there has been no increase in resources linked to litter bin emptying, and these continue being emptied by existing cleansing crews as part of their schedules. The dumping of household waste on the street, including misuse of litter bins, constitutes fly-tipping. Where any improper use of litter bins is detected, information is sent to the waste enforcement team. If there is sufficient evidence, enforcement action is taken Data shows a decrease of 9% in the amount of black bag waste collected across Newport during the period March-April 2024 compared to the same period last year. There are no additional costs within waste budgets.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
