Decision: Having had due regard to the first stage Integrated Impact Assessment, it be agreed that: 1.The existing policy be continued without any changes to the current grit bin provision outside of policy scope. 2.The 3 yearly review be removed due to extensive review since 2012, and suitability of current provision. 3.The policy be amended to include a provision that the grit bin stock may be reviewed in response to development, a significant event or an incident that warrants reassessment of grit bin provision based on new requirements. Reason for Decision: To undertake a review of the Council’s grit bin policy and ensure that the Council can maintain service provision within resource levels. Immediate Implementation: The decision is proposed for implementation after the three-day call-in period.
Decision: That having due regard to the integrated impact screening assessment: (subject to agreement at Full Council) 1. The removal of the Swansea Bay City Deal Joint Committee be approved, and decision making functions in respect of the Swansea Bay City Deal be delegated to the South West Wales Corporate Joint Committee. 2. Council approval will be sought to remove the Swansea Bay City Deal Joint Committee Joint Overview and Scrutiny Committee and delegate the overview and scrutiny function of the Swansea Bay City Deal to the South West Wales Corporate Joint Committee Joint Overview and Scrutiny Committee. 3. The Economic Strategy Board of the Swansea Bay City Deal be subsumed into the newly established Private Sector Advisory Board for the South West Wales Corporate Joint Committee, given that is has common membership. 4. Delegated authority be granted to the Head of Legal and Democratic Services in consultation with the Leader of Council to amend the Swansea Bay City Deal Joint Committee Agreement to reflect the approvals granted by this report, subject to Pembrokeshire Council, Swansea Council and Carmarthenshire Council agreeing the same. 5. All future decision making in respect of the Swansea Bay City Deal be delegated to the South West Wales Corporate Joint Committee. 6. The fact that the decision taken by this council will need to be ratified by the Swansea Bay City Deal Joint Committee prior to its implementation, be noted. Reason for Decision: The functions of the Swansea Bay City Deal be delegated to the South West Wales Corporate Joint Committee to streamline governance, enhance efficiency, and ensure better alignment of regional economic development efforts. As both entities share overlapping objectives—particularly in driving economic growth across Carmarthenshire, Neath Port Talbot, Pembrokeshire, and Swansea—consolidating responsibilities under the South West Wales Corporate Joint Committee would reduce duplication, improve oversight of public funds, and support a more unified strategic approach. Additionally, with the City Deal projects now at various stages of delivery and the original funding model for its Programme/Portfolio Management Office no longer sustainable, transitioning to the South West Wales Corporate Joint Committee offers a more stable and integrated framework for managing the remaining programme lifecycle. Implementation of Decision: The decision is proposed for implementation after the three-day call-in period.
Decision: That the review of the Council’s Third Sector Grant Fund be noted, and the interim arrangements for 2026/2027, as detailed within the circulated report, be approved. Reason for Decision: For Cabinet to have sight of the outcome of the review of the Council’s Third Sector Grant Fund and to approve the proposed interim arrangements for 2026/2027. Agree to reduce the quorum of the Joint Committee to 40%, with at least 3 regional areas representative. 2. Authorise the entry into and signing of the Deed of Variation to enable this. Reason for Decision: To obtain agreement to a ‘Deed of Variation’ to amend the quoracy required for the National Joint Committee meetings.
