Decision: That the monitoring report be noted.
Decision: That the Medium-Term Financial Plan 2026/27 to 2028/29, as detailed at Appendix 1 to the circulated report, be adopted. Reason for Decision: To ensure that the Council has a documented Medium Term Financial Strategy, and to set out the Strategy including planning assumptions; the budget gap; and a broad set of principles around addressing that budget gap. Implementation of Decision: The decision will be implemented after the three day call in period.
Decisions: That having had due regard to the Integrated Impact Screening assessment, and the details set out in this report: A. Option 1, Upper Afan Valley (as detailed within the circulated report) be submitted to UK Government as the preferred geographic area within Neath Port Talbot to receive the Pride in Place Programme ten-year funding investment of up to £20 million. B. Delegated authority be granted to the Director of Environment and Regeneration in consultation with the Leader and Relevant Cabinet Member, to submit the Neighbourhood Selection Proforma to UK Government based on the preferred area. C. Delegated authority be granted to the Director of Environment and Regeneration, in consultation with the Director of Finance, the Leader, and relevant Cabinet Member(s), to enter into any applicable funding or associated agreements with the UK Government for the Pride in Place Programme. Reasons for Decisions: To enable Neath Port Talbot Council to access the Pride in Place funding allocation. The Cabinet Member for Climate Change and Economic Growth explained: “This has been an incredibly complex process, with very short timescales, recognising that there are a number of competing factors in making this decision. Whilst we recognise that all areas in the report could legitimately benefit from the funding opportunity, in line with the strict criteria set out by UK Government it is regrettable that we can only propose and identify just one area. The significant and deep-rooted deprivation that we see across our County demonstrates the level of intervention we need in more than one place. However, given the framework that sets out the criteria to make the decision, I would like to propose to my fellow members of Cabinet that we nominate and propose the Upper Afan Valley cluster centred on the Cymer area to be taken forward for submission. It is recognised in the most recent Welsh Index of Multiple Deprivation data that the Cymer NPT) 2 LSOA is now NPTCBCs most deprived area and the data also shows that this deprivation has increased. It is also recognised as having multiple issues feeding into this demise and is therefore worthy of support.” Implementation of Decisions: The decision was agreed for immediate implementation, following the support of the relevant Scrutiny Chair. Consultation: This item has been subject to external consultation.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
