RESOLVED: The report was noted.
The Committee received an update on the ongoing work programme associated with the Swansea Bay City Deal. Officers reported that work was underway to migrate elements of the Swansea Bay City Deal to the South West Wales Corporate Joint Committee (SWWCJC). It was highlighted that report had been progressing well and that further reports brought forward at regular intervals over the next six months. Members were advised that a report on the transfer of the Senior Responsible Officer (SRO) function had been presented to the Swansea Bay City Region Joint Committee on 21 October 2025; this transfer removed the previous overlap where the same Chief Executive held the SRO role for both the City Deal and the SWWCJC. Officers confirmed that reports would be taken to the constituent authorities regarding the migration of Swansea Bay City Deal functions to the SWWCJC, with the decision resting with the four local authorities. It was stated that once this process concluded, the necessary administrative arrangements would be implemented to complete the transfer. In addition, Officers explained that work was being undertaken within the SWWCJC Programme Board to establish a high-level framework for the new arrangements, including staffing structures and resources required to fulfil the SWWCJC’s functions. It was highlighted that the incoming Chief Operating Officer was expected to start in 2026, and while preparatory work was ongoing, final processes would be concluded once the officer was in post. RESOLVED: The report was noted.
This item was replaced by the ‘South West Wales – Regional Investment Strategy and Prospectus’ detailed at agenda item nine.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
