The Planning Officer introduced the item and explained to the committee that the application had been previously deferred to allow both the applicant and objector to attend the committee and answer members questions. An objector to the application addressed the committee and raised the following concerns: · Biodiversity impacts · Sustainable Drainage Systems (SuDS) · Cumulative intensification of the site · Impacts on adjacent ancient woodland · Apparent reduction in woodland cover · Expansion of operational activity · Alleged lack of assessment of cumulative environmental impacts · Presence of hedgehogs and wildlife in the area · Potential increases in surface water runoff and drainage issues · Groundworks and excavation activity observed at the site · Concerns that current site conditions may not accurately reflect those assessed in the officer report. The objector concluded that insufficient information had been provided to demonstrate that the full environmental consequences had been assessed and requested refusal of the application. The Applicants representative address the committee and stated • Officers had comprehensively assessed the application. • No statutory consultee objections had been received. • Consultees included Welsh Water, NRW, Highways, Planning Policy, Environmental Health, Ecology, Public Rights of Way, South Wales Fire and Rescue, Coal Authority and Estates. • The proposal complied with planning policy. • Existing permission for six industrial starter units represented a significant fallback position. • Visual impact would be limited due to design, siting and landscaping. • Proposed development would have less impact than previously approved industrial development. • Site improvements had already occurred, including removal of scrap vehicles. • Ecology, biodiversity and drainage matters had been assessed by specialist consultees. • No woodland loss had occurred within the application site. • Existing activity on the site was authorised through previous permissions. The applicant requested approval of the application. In response to questions officers confirmed the following: · No transport assessment was required, Highways Officers advised they had no concerns regarding traffic generation and raised no concerns. · It was confirmed that an enforcement case is open, ongoing investigations are taking place with landowners and referral to Natural Resources Wales remains possible if considered necessary. · Discussions are ongoing in relation to the enforcement investigation, a planning agent has reported been appointed by the landowners to regularise activities through a future planning application. · Landscaping on land under the applicants control will improve ecological value and provide biodiversity enhancements beyond the applicants site. · Officers confirmed that they were unaware of police reports. Such matters fall outside planning control but could be raised with relevant agencies. South Wales Police were consulted but did not respond. · The unauthorised works referred to form part of the same enforcement investigation affecting land outside the application boundary. · The ancient woodland boundary was confirmed and associated proposals adjacent to it were identified · Conditions require surface water management measures. Surface water must not discharge to the public sewer system and drainage details will require approval. · It was confirmed that aerial photography indicated the raised land levels had existed for some time Resolved that: The application be approved subject to the conditions outlined in the report.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
