No apologies received
Declaration of personal and prejudicial interest from Cllr Williams-Price having held the role of Cabinet member for Governance and Resources. M Veale asked his position of Chair of the Governance and Audit committee be noted.
After hearing representations from Cllr Barry, the Ombudsman and briefly from Director Sarah King, the Committee found Cllr Barry to have breached paragraphs 4(b), 4(c) and 6(1)(d) of the Councillors Code of Conduct. • 4(b) states that you must show respect and consideration for others. • 4(c) states that you must not use bullying behaviour or harass any person; and • 6(1)(d) states that you must not make vexatious, malicious or frivolous complaints against other members or anyone who works for, or on behalf of, your authority. After finding the breaches proved the Committee heard brief submissions from the Ombudsman’s Barrister concerning (1) whether a sanction should be imposed and (2) if so, the nature of the sanction. After deliberation and debate and after taking into account the facts of the case, the Ombudsman’s submissions and the Adjudication Panel for Wales (APW) sanction guidance document the Committee determined that the appropriate sanction for the breaches was a Censure.
No other items were deemed urgent
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
