Cllr Declan Sammon introduced the report and advised that Committee Members see the Culture Survey which is referenced in the report. In response to the questions from committee members, it was noted: · The new Strategy is a review of previous 2-year Strategy, with data to be updated regularly. · Culture Survey provides only a snapshot, as participation was low. · Officer stated 384 staff responded to survey out of approximately 1,400 and school staff not included. · Survey focuses on overall organisational culture, not Directorate level culture, due to anonymity concerns. · Officers noted some staff refuse to participate especially if identification feels possible. · Officers clarified percentages relating to Survey Data, with agreement to amend wording to improve clarity. · Monthly meetings are held with Trade Unions. · Feedback informing the Strategy also came from CMT, SLT and a management survey. · Expectation for managers to cascade and gather staff feedback. · Members requested wording corrections on pages 23 and 25 (change to ‘county borough’ and ‘Merthyr Tydfil’ respectively). · Succession planning work includes regular workforce planning meetings, enhanced workforce data dashboards, apprenticeship schemes and monitoring Single Points of Dependency (SPODs). · Workforce data in the Strategy remains high-level, but detailed breakdowns are available. · Welsh speaking skills data is taken from HR/Payroll system with skill categories currently being reviewed. · Officers outlined the Better Tomorrow Board, including membership and governance role. · Staff wellbeing support includes Occupational Health services and well-being days. Additional partnerships-based health check opportunities are being explored. Cllr Barry joined the meeting.
