Before the meeting commenced the Mayor paid tribute to the late former Councillor and Mayor Ray Thomas, highlighting his 30+ years of service, contributions to the Police Authority and Health Board, and his MBE awarded in 2009. Many councillors offered fond tributes in memory of the former councillor and a one-minute silence was observed.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
