The Chair formally opened the meeting and referred to the Council’s Constitution whereby the public in attendance are unable to address the committee. The Planning Officer introduced the application to the committee and highlighted the salient points within the report. · Concerns were raised regarding a response received from the consultation email regarding this application stating the application had been scrapped. · There is confusion within the local community about what the house will be used for, can you confirm if it will be a HMO or used to house asylum seekers · Can you confirm if the residents at the property will pose a risk to the community · Can you confirm if South Wales Police were consulted regarding this application · Concerns were raised regarding the busy highway; it will soon be the feeder road for the new school which will lead to a huge increase in traffic. When the playing fields are in use the road is dangerous and people are always double parked which causes major issues in the area. There are parking and highway safety concerns. · There are playing fields and playground opposite the property, soon the biggest school in the County Borough will be a stone throw away and at the rear of the property there is a pre-school. · Do you feel that this is a bit of a gamble with the type of people who may reside at the property · Concerns were raised regarding the proposed walk through for school children that will cross the playing fields opposite the property · There is only one bus per hour and only one shop in the area do you think that this is adequate · Can you confirm if there will be monitoring or CCTV at the property · If the property is only monitored five days out of seven, what will happen at the weekends when trouble occurs · Clarity was sought as to whether the Engineering/Highways Department were invited to attend the meeting · It was requested that a member of the Engineering/highways Dept attend the Planning, Regulatory and Licensing Committee in September to answer any questions relating to highway safety · A property of this type can lead to a high turn over of residents and with five individuals at the address, if their partners/friends stay there will be up to 10 people at the address at any one time, who will monitor this especially if there is no monitoring at weekends · Can you confirm if antisocial behaviour has increased in in areas where HMOs have been approved within the County Borough · Clarity was sought in relation to the applicant attending the site visit, the Planning, regulatory and Licensing Committee and whether they were able to make representations and answer questions posed by the committee · Who would be responsible for carrying out any investigation if it is brought to our attention that there are more than five residents at the address at any one time Councillor D Issac addressed the committee and highlighted that there were more than 400 objections had been received in relation to this application. This cannot be ignored, houses in the locality are bought by friends and family members so they have close ties within the community, houses being bought by these companies to setting up HMOs are stopping local people buying in their own communities. The Chair thanked everyone for their attendance and closed the meeting.
No other business was deemed urgent by the Chair.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
