The Chair formally opened the meeting and referred to the Council’s Constitution whereby the public in attendance are unable to address the committee. The Planning Officer introduced the application to the committee and highlighted the salient points within the report. Councillor S Thomas addressed the committee and the members of the public and outlined the reasons for the site visit. Councillor C Jones noted that no officer from Enginners/Highways was in attendance although their presence was requested at the fact finding visit. A request was made to ensure a member of the highways department will be in attendance at the Planning, Regulatory and Licensing Committee to answer questions relating to highway safety. The following questions were raised by the committee and were responded to by the appropriate officers in attendance. · The report states that ex-prisoners would reside at the property and D2 Propco have stated there will be no CCTV at the premises, can officers confirm that this is correct · It also states there will be no support staff in the building, is this correct · The report states D2 Propco will have house managers who will visit the property Monday – Friday, what about weekends · Can you confirm if the average speed cameras on the highway are active · Can officers confirm if the South Wales Police have made any representations in relation to the application? · With the proposed layout it is calculated that there could be a maximum of 14-16 residents residing at the property at any one time, is this assumption correct Councillor D Roberts (Merthyr Vale Ward Councillor) addressed the committee and made the following comments: The property is ideal for this type of application, however; the location isn’t, the property is attached and there are only two parking spaces. It overlooks other properties in the area and it is also within close proximity to a playground and playing field. Properties in the area are currently up for sales and recently sales have fallen through due to the application. The Chair thanked everyone for their attendance and closed the meeting.
No other business was deemed urgent by the Chair.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
