The Chair formally opened the meeting and referred to the Council’s Constitution whereby the public in attendance are unable to address the committee. The Planning Officer introduced the application to the committee, provided plans of the proposed site and highlighted the salient points within the report. The following questions were raised by the committee and were responded to by the appropriate officers in attendance. Cllr P Layton presented a list of concerns raised by local residents including questions relating to fear of crime, type of tenants, street parking, noise disturbance As there is a HMO located nearby, councillors asked whether South Wales Police had been contacted for any observations? Are the kitchen and bathroom facilities shared? Would it be classed as a HMO if 3 friends rented the property together? What South Wales Police department are notified of applications? Councillors requested a change of policy regarding HMOs including South Wales Police being consulted in the future regarding applications. The following comments were raised; · The proposal would change the fabric of this small street and be detrimental to its character which is mainly made up of families with young children, causing an adverse long term effect on nearby residents; · The street is already heavily congested and the parking situation is extremely difficult. Whist there is a car park across the road from the property, this fills up very quickly and the creation of a HMO property would only exacerbate this issue, especially if its occupants are professionals and all own a vehicle; · Concerns were raised regarding ASB, and that a HMO which is the centre of many of those concerns, is only a 30 second walk from this proposed development; Members have found that the problems with HMOs arise after the application has been granted for example, anti social behaviour. The police will need to be consulted in the future especially as PCSOS are leaving.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
