Resolved that: The objection received be noted but discounted on the basis that the road in question does not meet the necessary Welsh Government criteria.
Geraint Morgan clarified the function of the Objections and Appeals Committee and the decisions that could be made. The Chair then outlined the procedure for the Committee. Martyn Stark led the Committee through the ‘Proposed Traffic Regulation Order Merthyr Tydfil County Borough Council Various Roads, Merthyr Tydfil (Various Speed Limits Revocation) Order 2023 – Objection’ report and referred to the recommendation contained in Paragraph 2.1 of the report. The Chair then welcomed an objector to the Meeting and invited the objector to make their submission to the Committee. The following questions were then made by the Members and were responded to in detail by the Officers: · Have any surveys been undertaken on this road from either end · The impact of these surveys on the Officers recommendation · Signage and road markings – Have Officers taken this into account – How would this influence the Officers decision · Previous request to the Authority requesting reduction in speed · History of the road – Dates of the last speed survey · Were all Members invited to attend when Members were made aware of the proposals · Details requested in relation to the absence of a pavement – Is there strong evidence that it is ok to stay at 30 mph · Do any accidents include horses All parties then left the Meeting for the consideration of the recommendation by the Committee. All parties then re-entered the Meeting and it was Resolved that: The objection received be noted but discounted on the basis that the road in question does not meet the necessary Welsh Government criteria.
The Chair advised that there was no other business deemed urgent. The Chair also thanked the objector for attending and for their engagement.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
