Re agenda item 311 - Cllrs Matthews and Brown are Governors at Taf Bargoed Learning Partnership but have no personal or prejudicial interest in the item for discussion.
In relation to agenda item 311 – County Cllr Symonds asked what partners are involved in the proposed ALN coffee mornings. The Clerk advised that it would be best to contact the Head Teacher for details of any partner agencies as the coffee mornings are not being organised by the Community Council. In relation to agenda item 312 – County Cllr Symonds advised that two charging points had been installed in the car park behind Trelewis High Street. In relation to agenda item 315 – County Cllr Symonds referred to the meeting papers for this item and the Clerk’s recommendation that the number of Christmas lights would need to be reduced due to an increase in cost of installation, and her desire for as many Christmas lights in the community as possible. It was advised that the Community Council is working to a current budget of 5k for Christmas lights and as many would be purchased from the budget as possible.
The Police were not in attendance at the meeting. A report received from the Police detailing police figures for Bedlinog and Trelewis from 01/08/2022 to 10/09/2022 was shared with Cllrs. The clerk advised Cllrs that if anyone would like to arrange a meeting with the Police to discuss local issues, then this meeting could be arranged.
Cllr Dawson commented that he was unable to attend the previous meeting due to ICT Technical issues when attempting to join the Teams meeting. RESOLVED: To approve the minutes of the meeting of the Council held on 11 July 2022.
Item 283 – The post and electric work has been completed in Stormtown for the installation of the defibrillator. The cabinet has been collected for installation so the Clerk is waiting for confirmation that the power is switched on from MTCBC Street Lighting Team, and the defibrillator can be placed in the cabinet. Item 285 - £4500 funding from Fros-Y-Fran has been granted to the Community Council to bring the MUGA back into use near Mackintosh Terrace, Trelewis. A case has been opened with MTCBC Estates Department as part of the consultation to grant a licence to the Community Council to carry out the works. Quotations are also being obtained in regard to cost of line marking and goal posts etc. for the MUGA. Item 296 – The freezer has been purchased for Bedlinog Community Centre to be utilised by the Youth Club and has been installed, cost was £445.83, within the £500 budget. Item 291 – The pads have been replaced in the defibrillator at the Top Bus Stop. Also received notification that the defibrillator in Grove Terrace was also used in August, so replacement pads have also been placed in the cabinet at that location. Item 261 (minutes of meeting held 13-06-2022) Allotment Improvement Grant – the Clerk had an on-site meeting 15/09/2022 with builders. 12 plots will be created in front of the bowls pavilion in Bedlinog for residents use and work has already started. A site visit was also carried out at Trelewis Community Garden – chippings will be replaced on paths; the timber of the allotment beds will be treated, and a broken bed will be brought back into use as well as the purchase of a shed. There are five beds available for use and there has been little interest in taking these up at a cost of £5 per year so the Community Council will try and generate some interest from residents. The Redrow site has not yet been visited as the transfer of land to MTCBC is still in progress.

Cllr Brown raised that Parc Taf Bargoed would be a suitable location for EV charging points because of the number of visitors that attend the location and suggested the Community Council make enquiries as to any plans for EV chargers in the community. The Clerk will contact both the Friends of Taf Bargoed and MTCBC to find out what future plans are in terms of EV infrastructure.

County Councillor Malcolm Colbran declined an invitation to attend the meeting and sent a copy of his monthly report for August. County Councillor Michelle Symonds was in attendance and talked Council through her August 22 update. County Councillor Symonds advised that the broken electronic sign has been added to programme of works at Club Row Bridge, along with repairs to the crash barrier. Also, the path behind Bedlinog Community Centre to the recreational ground –will be put into a programme of works by MTCBC for the next financial year as the budget is not there at the moment. Cllr Jago advised that she has sent further photos of the erosion as there are concerns that it could affect the rugby pitch on the recreational ground and thanked County Councillor Symonds for pursuing this. The path will need to remain closed in the meantime for health and safety reasons. County Councillor Symonds advised that she has received communication from the Head of Highways and Engineering at MTCBC to state that no works are required in regard to the cleaning of Taf Road. County Councillor Symonds requested that Community Councillors report any issues they are aware of in relation to highways, street cleansing etc. to MTCBC themselves as opposed to raising them with the County Councillor in these meetings.
The One Voice Wales Newsletter has been shared with Cllrs. The Clerk has spoken with Ann Taylor, Head of Democratic Services at MTCBC, and we will be arranging the next Liaison Group Meeting with MTCBC in October. Correspondence was received from a resident about a potential ‘Litter Bin’ project in Trelewis. The clerk advised the resident: • Report litter issues to MTCBC and encourage other residents to do so, in order for us to have some data about hotspot areas. • To share any feedback as part of the project with Community Councillors - if Community Councillors support, they can then request this to be added to the agenda for full council discussion. • The Clerk to include litter issues in the Community Council community consultation survey to gain perspective from the whole community.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
Lists the council's current councillors only. Co-opted members, officers and former councillors aren't shown.
