RESOLVED That the public be excluded from the meeting in accordance with Section 100A(4) of the Local Government Act 1972 as Appendices 5, 6, 7, 8 and 9 involved the likely disclosure of exempt information as defined in Paragraph 14 of Part 4 of Schedule 12A to the Act; and that the public interest in maintaining the exemption outweighs the public interest in disclosing the information. The webcast was paused at this juncture. Having convened in private session in accordance with Paragraph 14 of Part 4 of Schedule 12A to the Local Government Act 1972, Cabinet considered the exempt Appendices. The webcast was then resumed at this juncture. Councillor Rhys Sinnett queried how personal information was stored by the Authority, including the extent to which paper records were retained and the length of time data was held. The Chief Officer for Social Care Business Operations and Migration Partnerships advised that most records were held digitally within case management and corporate document management systems. She noted that limited paper records remained for specific purposes, such as life?story materials for children. She further explained that data relating to children’s services is retained for up to 100 years, whereas adult social care records are retained for eight years following a person’s death, with processes in place to ensure appropriate deletion in line with retention schedules. She added that work was ongoing with IT Services to ensure long?term preservation of digital records as legacy systems are retired. Councillor Rhys Sinnett raised the issue of long?term digital data integrity, referring to potential risks of data degradation over time, and sought reassurance that appropriate arrangements were in place. The Chief Executive advised that detailed technical information was not immediately available, but confirmed that a further briefing could be arranged, if required, to provide more information on data preservation and management.
