RESOLVED
1. To note the Mid Wales Growth Deal Change Management Strategy, attached at Appendix 1 of the report.
2. To endorse the adoption of the strategy as the governing framework for how Projects Change Requests are managed.
Powys, Bwrdd Tyfu Canolbarth Cymru / Growing Mid Wales Board,
Decided: The committee welcomed and thanked Children's Services for its work on the phased removal of profit from the care of looked-after children. It asked for regular update reports until full implementation in 2030. It also thanked officers and Lead Members for their openness and their answers to members' questions.
Decided: The committee agreed to acknowledge the work of the Social Care Department and the savings it is making, and to commend all staff and officers. It also agreed to look forward to further reports in the coming year that clearly show performance statistics.
Decided: Cabinet recommended that Council approve four things: the Annual Report 2025-26 before it is published; the revised Bilingual Cardiff Bilingual Council policy, to be published on the Council's intranet; the Single Impact Assessment of that policy; and the revised Guidance on Dealing with Welsh Language Calls. Cabinet itself does not give final approval here. Council decides.
Decided: Cabinet approved starting a competitive tender for Phase 1a, using the South East Wales Highway Framework (Lot 9) and a notice on Sell2Wales. It approved scoring bids 60% on cost, 30% on quality and 10% on social value. It delegated the award of the contract, and the steps to start and deliver the work, to the Assistant Director of Planning and Transport, after consulting the Cabinet Member for Climate Change, Strategic Planning & Transport, the Section 151 Officer (the officer responsible for the Council's finances) and the Director of Governance and Legal Services. It noted that the Assistant Director will act as Senior Responsible Owner, accountable for delivering the project's aims and benefits.
Decided: Cabinet noted the report and actions taken on the Council's revenue and capital outturn (its final spending position at year end) for 2025/26. It also noted that the report will form an appendix to the Financial Statements report for a Council meeting in autumn 2026.
RESOLVED that the Welsh Language Steering Committee approve the Report as correct evidence of compliance with the Welsh standards and the progress that has been made against the Council's Welsh Language Strategy 2023-28 during the 2025-26 financial year.
Decided: The committee agreed updates and additions to its forward work programme. A site visit to Tudor Street, Abergavenny, will be arranged over the summer outside the formal schedule. The next meeting on 14 July will focus on homelessness. Councillor Howarth asked for a future report on domiciliary care (care in people's own homes) in the north of the county, and for the Housing Allocations Policy and the Rural Allocations Policy (rules for who gets council housing) to be added to the work programme. Members asked for an update on age-friendly communities.
Decided: The chair confirmed that written responses would be sought outside the meeting on the actions raised. Officers agreed that the examination timetable for the Replacement Local Development Plan in the report was out of date and would be corrected.
Decided: The Committee agreed to be updated on the current work programmes run by the health and wellbeing officers. It agreed that Members would form their own conclusions and recommendations from the report and the discussion at the meeting.
Decided: The Committee approved the Forward Work Programme, as amended. It authorised the Facilitator, in consultation with the Chair, to change the programme between meetings when needed. It noted progress on outstanding actions.
