The minutes of meetings held on 14 September 2021 were accepted as a true record.
It was resolved to exclude the press and public from the meeting during the discussion on the following item due to the likely disclosure of exempt information as defined in paragraph 14, Schedule 12A of the Local Government Act 1972 - information about the financial or business transactions of any specific person (including the authority that retains that information) and Paragraph 16 of Schedule 12A of the Local Government Act 1972 - information in respect of which a claim to legal professional privilege could be maintained in legal proceedings. The report outlines the position and options for the management of a charity of which the Council is a trustee. Therefore, this function is separate from the Council's position aa statutory public authority and subject to the specific requirements and responsibilities of charity management. There is public interest in obtaining information about how the Council operates in such a function. However, this is addressed via charity law, this report is regarding business transactions and options the trustees should have an appropriate opportunity to discuss and evaluate in a free and open manner before reaching the best conclusion for the charity’s benefit. Conducting the discussion publicly would undermine their ability to achieve this. The Cabinet sitting as trustees is the only appropriate forum to implement this. Therefore, the public interest falls in favour of exemption.
The Report was discussed.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
Lists the council's current councillors only. Co-opted members, officers and former councillors aren't shown.
