The Chair invited the signatories to outline the reasons for the Call In, expanding on the reasons outlined within the agenda. Cabinet Members Councillors Mared Eastwood and Richard Jones responded to the concerns raised by the Call In signatories. The Chair then invited Members of the Committee to ask questions of the Decision Makers and Call In signatories whilst officers in attendance provided clarity where required. Councillor Coggins Cogan was invited to sum up on behalf of the Call in signatories. Councillor Lister proposed that the matter be referred to full Council (Option 4) so that the Authority as a whole could recommend whether the report should be amended, qualified or reissued to reflect the reality that Estyn had put into the public domain. She was seconded by Councillor Parkhurst and her request for a recorded vote was supported by the requisite number of Members. Councillor David Healey proposed that the decision be implemented (Option 1) and was seconded by Councillor Evans. Councillor Lloyd proposed that the decision be accepted but not endorsed (Option 2).
