To call upon Welsh Government to implement the following policy: a) Establish clear, national NNDR collection targets for each council in Wales, taking account of local circumstances but ensuring that all councils are expected to meet high, achievable standards; b) Introduce a mechanism whereby, if a council’s NNDR collection rate falls below its agreed target, a corresponding percentage of its subsequent year allocation from the NNDR Pool is withheld; c) Create a performance fund from any such withheld amounts, to be redistributed to councils that meet or exceed their NNDR collection targets, in proportion to the extent of their over performance; and d) Ensure that any future requests or expectations placed on councils to recruit additional NNDR revenue staff are accompanied by a funding framework that allows net-contributing, high-performing councils such as Flintshire to retain a fair share of the additional income generated, rather than further subsidising authorities that fail to meet national collection targets. 2. To request the Leader of the Council and Chief Executive, in consultation with the Corporate Finance Manager, to write to the Minister for Finance and Local Government, local Members of the Senedd, and the Welsh Local Government Association, setting out this Council’s position and urging Welsh Government to bring forward proposals for a collection performance-based reform of NNDR distribution.

RESOLVED: That Council reappoints Mark Morgan to the Standards Committee for four years.
The Chief Officer (Governance) presented the report (agenda item 17) to consider re?appointing a co-opted member to the Standards Committee for a further term. An amendment proposed by Councillor Peers in respect of the term of office was put to the vote, this was lost. A further amendment was moved by Councillor Ibbotson to re-advertise the position. Procedural Motions During discussion, a procedural motion was proposed by Councillor Parkhurst to move the meeting into closed session. Councillor Palmer proposed a closure motion to conclude discussion on the item and proceed to a vote. Following further debate and advice on procedural matters, the Chair asked that Members vote on moving into closed session. As the vote was lost, the meeting remained in open session. The closure motion proposed by Councillor Palmer was seconded by Councillor Simon Jones. At this point, the Chair’s decision was that the item had been sufficiently debated and the procedural motion was put to the vote and carried. Having been moved by Councillor Chris Bithell, the substantive motion was put to the vote and carried. RESOLVED: That Council reappoints Mark Morgan to the Standards Committee for four years.
None.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
