RESOLVED: That the Committee supported and noted the progress made for the Coed y Ddraig development.
The Chief Officer (Social Services) introduced the report (agenda item 5) to inform the Committee of the progress of the Coed y Ddraig capital development. He advised Members that details of an Open Day at Coed Y Ddraig organised by HFT would be circulated to them when they have a date. Councillor Copple requested that HFT be invited to attend a Social & Health meeting which the Chief Officer (Social Services) agreed to do. In response to comments made by Members, section 1.05 of the report would be amended to read as follows:- ‘The local authority currently purchases bespoke support packages for individuals with learning disabilities and/or autism with complex support needs in ‘out of county’ settings. This is due to a lack of capacity and suitable local provision for individuals with complex learning disabilities and autism. The annual cost for ten individuals to attend an out-of-county work and day opportunities service is approximately £340K per annum. Data analysis for the 2023-2028 period indicates that there will be thirty (30) individuals who have been identified as having autism spectrum disorder (ASD) support needs that will become eligible for adult social care support services during this period. The move to the Coed y Ddraig site will allow for a significant expansion in service capacity. This will provide an opportunity to repatriate of a subset of the individuals currently accessing similar ‘out-of-county’ provision. It will also provide an opportunity to deliver support services for future referrals to meet the needs of predicted future demand that would otherwise be potentially diverted to out-of-county service settings. Cost modelling has indicated that the impacts of increasing the service capacity as outlined above can realise both cash releasing benefits from current budgets to help manage existing demand and also contribute to cost avoidance moving forwards by reducing future needs for similar out-of-county services.’ RESOLVED: That the Committee supported and noted the progress made for the Coed y Ddraig development.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
