The Harbour Master presented a report on the developments and operations of Conwy Harbour and highlighted key points from the report. With regard to upgrading the Conwy quay toilet facilities with a shower cubicle, Members were advised that it was within the plans but funding was dependent on the development of the Civic Hall, Conwy. Members supported a recommendation to Cabinet that the Harbour Reserves should not be directed to any other services and should be protected and used for the function of Conwy Harbour. It was noted that the reserves were funded by reasonable harbour charges and should the money accrued from charges be spent on another purpose, then under Section 31 of the Harbours Act 1964 it was possible that the charges could be challenged. The Harbour Master advised that it would be cost prohibitive for the Council to dispose of out-of-date flares, however, boat owners were permitted to take them to a Norwest Marine, Liverpool for disposal. It was noted that Hafan Pwllheli Marina accepted out-of-date flares for a small charge. Conwy Town Council had agreed to fund the cost for additional sand on Conwy Quay (behind the Parisella’s Kiosk) and it was expected that this would be deposited before the start of the school summer holidays. As a result of the changes in Marine Licensing, it was no longer possible to take any wind-blown sand from one area to deposit in another area, such as Conwy Quay. Members were advised that after restoration, the Beacon’s Jetty would be back in situ by 6 July 2023. RESOLVED- That the update report on the Conwy Harbour operations and developments be noted. RECOMMENDATION TO CABINET:- That the Harbour Reserves should not be directed to any other services and should be protected and used for the function of Conwy Harbour.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
