Members were required to determine an application for a Private Hire Vehicle Licence (new application) for a Ford Transit, Custom registered in 2015 (BX15 KYZ) and consider whether, in light of the information presented, the application could be granted or refused. The applicant, Mr Jones, was in attendance at the meeting and, in addition to the information already submitted as part of his application, made the following representation: - His company had a number of contracts with the Council, but required an additional vehicle, which is why the Ford Transit vehicle was purchased. - The applicant stated that he would have to consider giving up the contract, if the vehicle was not licensed as it would not be financially viable - Assurance was given that the vehicle was a standard custom 8 seater vehicle, which had been regularly maintained and serviced by its previous owner. - The vehicle was considered of a high standard, inside and out with below average mileage. - General representation was made surrounding the Council’s 5 year Policy. Those committee members present in the chamber were given the opportunity to inspect the vehicle, but resolved not to do so, as it was at the Committee’s discretion and not mandatory for an inspection to take place and some Members were in remote attendance. At this point the committee Members went into private session to determine the application and following discussion RESOLVED – That, a Private Hire Vehicle Licence (new application) not be granted on the grounds that the proposed vehicle did not meet Conwy’s Private Hire Vehicle Conditions of Licence, specifically “All vehicles must be under five years old from the date of the first registration and on subsequent licence be in an exceptionally good mechanical and bodily, interior and exterior condition.”

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
