Ms Vicky Weston (Agent) spoke in favour of the application. • An objection had been received from Cornerstone (mobile infrastructure Services Company). The Principal Planning Officer advised the Committee that the objector contradicted the applicant in indicating that the mobile network operators did not need to relocate to a new mast and that they intended to continue from their existing location. Officers considered, that given the lack of clarity whether any operators would need or use the proposed development, it could increase the number of masts in the locality. • Whilst the visual impact of the development was acceptable, this was on the basis of there being some need for the proposed development, to minimise the number of new sites and comprise sustainable development. Officers recommend that the application be deferred to enable further consideration of the objection and further discussion with the applicant. RESOLVED: That consideration of the application be deferred.

Further to a site inspection, an addendum to the report was presented, highlighting the following: • No objection had been received from the Highways Authority. • The Economic Development service had raised the following points: - Concern in respect of the height of the turbines (up to 200m) - Concerns surrounding the impact on Alwen Reservoir. - Mynydd Hiraethog was fast becoming a wind farm assemblage. - Whilst not a Section 106 condition, a Community Benefit Fund should be requested as part of the offer. The Principal Planning Officer advised that representation had been received in relation to the impact of the proposal on protected species. However, the representation was not received in time to receive the Ecologist’s response. Visualisations of the proposed turbines were shared with Members. Concern was raised in respect of turbines 1,2 and 3 as they were outside of the pre-assessed area and had the greatest impact on views from certain vantage points. In considering the application, Members made reference to the following: • The visual impact of the turbines, especially due to their height (up to 200m). • That consideration should be given to the landscape, infrastructure and visual impact. • Concern in respect of the amount of concrete used to anchor the turbines. · That Mynydd Hiraethog was becoming a wind farm assemblage. • Concerns in respect of the impact on wildlife. • The impact on Alwen Reservoir. • Whilst it was understood that wind turbines were required, it was felt that they could be located at sea. • It was acknowledged that the erection of wind turbines was part of Welsh Government policy. RESOLVED: a) To object to the proposal on the basis of the impact of turbines 1, 2 and 3 on the character and setting of the Hiraethog Special Landscape Area. b) That the Development and Building Control Manager be authorised to: i) Make detailed representations on the pre-application consultation, and ii) Make further representations and a Local Impact Report following the submission of the planning application. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
