Members’ views were sought as to whether to reaffirm the Committee’s resolution (11.10.2023) to be minded to grant conditional planning permission. Further to a site inspection, Mrs Barbara Roberts spoke against the application and Mr Stuart Andrew (Agent) spoke in favour. An addendum to the report was presented, highlighting the following: • A correction to paragraph 74 of the Committee report – the second sentence should read “This provision is reflected in paragraph 6.1.14 of Planning Policy Wales (PPW), which advises that there should be a general presumption in favour of the preservation or enhancement of their areas”. • The receipt of an additional objection in light of the response from the Heritage Impact Statement addendum. • Officers acknowledged that the proposal would generate both positive and adverse impact on the character and appearance of the Conservation Area and on the setting of the listed buildings. • Design improvements had been secured both to the site layout and the dwellings themselves. • The receipt of additional representation from the residents’ of Oakwood. • Reference was also made to the weight of material conditions, the Section 106 Agreement, Welsh Water consultation response and the Flood Risk and Infrastructure Manager observations. In light of the Flood Risk and Infrastructure Manager comments, officers considered the matters relating to flood risk and surface water drainage could be addressed by means of planning conditions and sustainable drainage approval (SAB) and as a consequence, amended the recommendation to that within the Committee report. In considering the application, Members made reference to the following: • Affordable housing provision. • The preservation of Pwllycrochan House • The provision of on-site public open space. • Limited noise pollution - previous use was a school. • Surface water drainage and the need to ensure that the proposal would not exacerbate current surface water problems in the area. • The need for a mechanism for traffic calming on Kings Avenue. In response, officers advised that the design/traffic improvements had not yet been finalised, therefore, further discussion could take place with the applicant and agent accordingly. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
