Mr Paul Harwood spoke in favour of the application on behalf of Golden Sands Holiday Park. An addendum to the report was presented, highlighting the following: · Natural Resource Wales (NRW) had submitted similar observations as in its original consultation response. · Welsh Government (Transport) had not issued a direction in respect of the application. In addition, the Flood Risk and Infrastructure Manager provided some background to the scheme and advised that it formed part of the Coast Risk Management Programme, funding of which would come to an end this coming financial year. The Local Electoral Division Member, whilst supportive of flood defence works, expressed disappointment that some of the amenity benefits originally identified within the scheme had since been removed and that, as a consequence, further consultation should take place with Environment, Roads and Facilities. Members were informed that the application had been though significant consultation, however, the Flood Risk and Infrastructure Manager was happy to engage further with Local Members with regards to amenity. Further to a site inspection, Ms Glynwen Davies (Applicant) spoke in support of the application. Contrary to the officers’ recommendation, Members were minded to grant planning permission on the following grounds: · The building was a former dwelling and suitable for conversion and in an acceptable location, close to the applicant’s family home. · Technical Advice Note (TAN)6 supported the re-use of farm buildings and Members considered it better to convert the existing stone building, rather than build a new dwelling. · The proposal supported a local person in the rural community and the Welsh language. · There were no other suitable affordable homes in the local area. · The proposed dwelling was not a market value home, but a home for life and there was no intention to sell the property. The Development and Building Control Manager advised that there was a risk of approving a market dwelling not in a sustainable location. In addition, as the proposal was contrary to policy, it would need to be advertised as a departure application, and referred back to the next Committee meeting for further consideration. RESOLVED- (a) That the Planning Committee be minded to grant conditional planning permission. Further to a site inspection, Mrs Mumtaz Saleem Ahmed Rana (Applicant) spoke in support of the application. In considering the application, Members made reference to the following: · The design was considered acceptable and the size of the plot considered large enough to accommodate two dwellings. · In terms of any issues surrounding works traffic and the un-adopted road, Members were advised that such matters would be a civil matter and not a material planning consideration. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
