Note: The Headteacher and Business Manager for Ysgol Y Cynfran were in attendance for this item. The Cabinet Member for Education introduced a Loan Request Report from Ysgol Cynfran and the Education Improvement Service Manager, together with the Principal Accountant highlighted key points from within the report. In scrutinising the report, the following was noted: • Concern in respect of a possible reduction in support for children with Additional Learning Needs (ALN). • An inclusive plan was in place that considered the Welsh language and the recruitment of Welsh speaking teachers. • School budgetary pressures, the impact of loans on school balances along with a review of the School loans process would be discussed by the School Budget Forum. • It was a Conwy County Borough Council (CCBC) requirement that schools produced a balanced budget, this would not be considered by Estyn. • Other Local Authorities operated a Licenced Deficit scheme. • In respect of affordability, it was confirmed that the loan request had reduced to £44k and savings would be realised from compulsory redundancies. • Interest would be added to the loan in order to recover any interest incurred by CCBC. • Work was ongoing in respect of future budgetary planning for the school. • Monies were reallocated nationally as part of the annual settlement in order to reflect fluctuating pupil numbers. • 43% of pupils attending Ysgol Cynfran were not within the catchement area, which may impact on carbon reduction targets. • The Strategic Director – Finance and Resources would give consideration to how a 3 year budget cycle for schools could fit in with CCBC’s overall budget setting process. RECOMMENDED TO CABINET: a) That the request from Ysgol Cynfran for financial support in the form of a loan be approved. b) That consideration be given to the loan being interest free. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
