The Harbour Master provided Members of the Conwy Harbour Advisory Committee with an update on the past and planned operations within the Harbour Authority and the surrounding local area, as follows: Fatal incident at Beacons Pontoon The inquest into the fatal paddle boarding incident, which occurred on 14 July 2022 had concluded, with the Coroner recording a finding of accidental death. Recognising it was a national issue, the Coroner expressed dual concerns; educating paddle boarders properly and whether further guidance should be given by retailers selling paddleboards in regards to lifejackets and safety leashes. As a precautionary measure, a large sign had been erected at the Beacons warning of strong currents. A soft close gate would also be fitted to the Beacons Pontoon gantry to limit the access of unaccompanied children to the Beacons Pontoon. Staff would continue to provide advice and guidance to all paddle boarders within the Conwy Harbour area and along the Conwy Coast. Harbour Office Repair Repair works had now been completed to the Harbour Office bay window. Staff had returned to the Office and normal service had resumed. Jac y Do The Jac y Do had completed her dry-dock and returned to service. Whilst the vessel was ashore, work to prolong the service life of the vessel took place. The next dry-dock and special survey was scheduled for 2025, by which point the vessel would be ten years old. The vessel had completed a number of recent charters, including laying dredging pipes at Conwy Marina, servicing navigation buoys for Bangor University at the experimental mussel farm off Puffin Island and recovery of spat collectors for the Oyster Project. Further charter work was expected throughout 2023. Dredging Staff continued to monitor siltation levels at the wooden access jetty. Use of a portable water pump and hoses to remove leaf matter had assisted in slowing the accretion of sediment. Full dredging was presently scheduled for February 2023. General Update · The Assistant Harbour and Maritime Officer, Gary Johnston had taken early retirement. Subject to Corporate approval, a replacement member of staff would be recruited in 2023. The Committee thanked the Assistant Harbour and Maritime Officer for all his hard work and wished him well in his retirement. · Conwy County Borough Council (CCBC) was the Local Lighthouse Authority for Conwy County and, as a consequence, was subject to annual statutory inspections by the General Lighthouse Authority, Trinity House. CCBC had passed a recent audit and a physical inspection was scheduled shortly. • The Harbour Maintenance Programme was ongoing. The Programme included recent concrete underpinning of the slipway located adjacent to the Liverpool Arms and resurfacing of the Beacons Car Park with 80 tonnes of aggregate. Mooring maintenance would commence on completion of dredging in March, 2023. • Vessels would be lifted back in from the winter lay-up on 4-5 April, 2023. Members welcomed the informative update and went on to discuss the following: · The introduction of new legislation, following the growth in the use of jet skis, would come into force on 31 March, 2023 granting greater enforcement powers to the Maritime and Coastguard Agency. • A request for Conwy Town Council to replenish the slipway with sand, located by the Parisella’s kiosk, was requested, as the area was a popular tourist attraction during the summer months. In response, the Harbour Master was supportive of such a request and agreed to contact Conwy Town Council on behalf of the Committee, as they had previously funded the replenishment of the sand. • The loss of showering and laundry facilities, as a consequence of the sale of the North Wales Cruising Club, had been brought to the attention of Conwy’s Environment, Roads and Facilities Service (ERF), as previously requested by the Committee. Members felt strongly that basic showering facilities were necessary for users and to avoid pollution. As a consequence, the Harbour Master agreed to raise the matter again with ERF. · The Island Reach vessel, which was currently being converted into a medical ship, was available to view by interested parties. Thanks was extended to all those who had contributed to the vessel. On completion of the works, the intention was to send it to Madagascar to service the medical needs of the nation. · The Conwy River Festival La-La Rally was scheduled for 14-16 July, 2023 with racing on 22 – 23 July, 2023. A warm welcome was extended to all. · The need to review the safe disposal of flares. In response, the Harbour Master advised that, as part of the mooring renewals process, a view could be sought from the users and an update provided at the next meeting of the Conwy Harbour Advisory Committee. AGREED: (a) That the update report on Conwy Harbour Operations be noted and a further update on the safe disposal of flares be reported to the next meeting of the Conwy Harbour Advisory Committee, together with an update on the request for basic showering facilities on the Quay. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
